BACKGROUND INFORMATION

The Department of Public Works’ (Department) existing standard drawings have been in existence for several decades, with some dating back to 1965. Standard drawings are predefined drawing templates that contain standard notes and details which govern the design, construction, installation, and maintenance of any improvement to be located within the public rights-of-way. In order to conform to current industry standards and requirements, the Department updated its existing standard drawings and provided new additional standard drawings in accordance with the American with Disabilities Act, Federal Highway Administration, Manual on Uniform Traffic Control Devices, Caltrans Highway Design Manual, and National Pollutant Discharge Elimination System.

The purpose of the updated standard drawings and new standard drawings, as set forth in Exhibit A, is to provide the means for all road projects to be designed and constructed in accordance with a Board of Supervisors (Board) approved set of standards that include considerations of local circumstances.  These standard drawings are intended to provide for adequate, coordinated, modern development of the required facilities, such as, but not limited to roadways, sidewalks curb ramps, catch basins, culverts and storm drains to serve and protect the potential uses and users of the various areas in the county. Once approved, the new and updated standard drawings will be made available to the public on the Department's website.

On November 29, 2023, the recommended revisions, additions, and deletions pertaining to this item were reviewed and approved by the Department’s Highway Planning Technical Committee. The review process was coordinated with the Building Industry Association, the San Bernardino County Land Use Services Department, and the San Bernardino County Fire Department.

The Department anticipates returning to the Board every five years for approval of updates to the Department’s standard drawings. Approval of this item will also delegate authority to the Director of the Department to review and approve minor subsequent changes to the San Bernardino County standard drawings as necessary between the five-year Board approval cycles.
