BACKGROUND INFORMATION
IHSS PA primary duties include investigating the qualifications and backgrounds of both existing and potential registry providers, establishing registry referral systems, and providing access to training for both consumers and care providers, and negotiating care provider wages and benefits. Care providers prepare meals, perform housekeeping tasks, and assist with the health and personal care of the elderly, blind, or disabled who are unable to remain in their homes without assistance.
Career Pathways is a state-funded program initially scheduled to end December 31, 2023, but was extended to December 31, 2024, per draft All County Letter (ACL) 22-90, resulting in additional State funding provided to IHSS PA. The Backup Provider System, supported by both Federal and State funding, maintains a listing of existing providers on-call for clients who experience unexpected absences of their regular homecare providers. Recent Federal and State award revisions have resulted in estimated revenue increases totaling $190,836 to be used for the Career Pathways and Backup Provider System.
Additionally, IHSS PA has experienced salary savings from vacant positions for which it continues to recruit. IHSS PA requests to repurpose a portion of these savings in the amount of $140,000 to meet other organizational needs. This adjustment will allow IHSS PA to maximize available funding by purchasing additional furnishings needed for IHSS PA offices to eliminate desk sharing, which will improve the productivity and well-being of IHSS PA staff.
