RECOMMENDATION(S)
Recommendation
1. Find that approval of a Use Permit with Teamsters Local 1932 Training Center (4774781) for the use of approximately 576,412 square feet of parking lot space for a car show event with a static display of custom cars and event parking, on portions of County-owned parking lots, is an exempt project under the California Environmental Quality Act Guidelines Section 15301 - Existing Facilities (Class 1).
2. Authorize the waiver of reimbursement charges set forth in County Policy 12-06, Use of County Facilities by Non-County Organizations, for the use of approximately 576,412 square feet of parking lot space by Teamsters Local 1932 Training Center (4774781) for a car show event with a static display of custom cars and event parking on Saturday, April 12, 2025, from 9:00 a.m. to 3:00 p.m., for portions of the County-owned parking lots located at 157 West 5th Street, 385 North Arrowhead Avenue, and 172 West 3rd Street in San Bernardino.
3. Approve a Use Permit with Teamsters Local 1932 Training Center (4774781) for the no-fee use of approximately 576,412 square feet of parking lot space for a car show event with a static display of custom cars and event parking on Saturday, April 12, 2025, from 9:00 a.m. to 3:00 p.m., for portions of the County-owned parking lots located at 157 West 5th Street, 385 North Arrowhead Avenue, and 172 West 3rd Street in San Bernardino.
4. Direct the Real Estate Services Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). There is no revenue to be received nor costs to be incurred by the County for this use permit (Use Permit). Teamsters Local 1932 Training Center (4774781) (Teamsters) is responsible for all costs for the recommended use of the County-owned parking lots.
BACKGROUND INFORMATION
The Use Permit is for the use of approximately 576,412 square feet of County-owned parking lots, located at 157 West 5th Street, 385 North Arrowhead Avenue, and 172 West 3rd Street in San Bernardino, comprised of 182,927 square feet at 157 West 5th Street, 104,470 square feet at 385 North Arrowhead Avenue, and 289,015 square feet at 172 West 3rd Street, in San Bernardino, on Saturday, April 12, 2025, between the hours of 9:00 a.m. to 3:00 p.m., for a car show event with a static display of custom cars and event parking (Event) held by Teamsters. The use of the parking lot areas will not interfere with normal County operations. Teamsters is responsible for all costs associated with the Event, including clean-up and restoration of the parking lot space at the conclusion of the Event.
This is the fourth year Teamsters will be using County-owned parking lots for the Event. On May 10, 2022 (Item No. 39), the Board of Supervisors (Board) approved the no-fee use permit for Teamsters’ use of 60,000 square feet of parking lot space for the 2022 car show event on Saturday, May 21, 2022, at the County-owned parking lot located at 172 West 3rd Street in San Bernardino. Additionally, on April 11, 2023 (Item No. 41), the Board approved the no-fee use permit for Teamsters’ use of 415,362 square feet of parking lot space for the 2023 car show event on April 15, 2023, for certain portions of the County-owned parking lots located at 157 West 5th Street, 385 North Arrowhead Avenue, and 172 West 3rd Street in San Bernardino. In addition, on March 26, 2024 (Item No. 66), the Board approved the no-fee use permit for Teamsters use of 576,412 square feet of parking lot space for the 2024 car show event on April 13, 2024, for certain portions of the County-owned parking lots located at 157 West 5th Street, 385 North Arrowhead Avenue, and 172 West 3rd Street in San Bernardino.
County Code Section 16.0220 sets a fee of $160 per day for the use of a County-owned parking lot. However, the fee may be waived by the Board per County Policy 12-06, Use of County Facilities by Non-County Organizations. The County Administrative Office and Real Estate Services Department (RESD) each recommend that the Board waive the fee and approve the no-fee use permit to continue the County’s relationship with Teamsters in accordance with the County goal of pursuing County goals and objectives by working with other agencies and stakeholders.
The project to approve this new, no-fee Use Permit for the Event was reviewed pursuant to the California Environmental Quality Act and determined to be categorically exempt under Guidelines Section 15301 - Existing Facilities (Class 1), because there is no possibility that the issuance of the Use Permit for the subject property will have significant effect on the environment.
