BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder (SUD) services to county residents experiencing severe mental illness and/or SUD. An integral part of the service delivery consists of working with the San Bernardino County Behavioral Health Commission (Commission) to improve services and enhance opportunities for the achievement of well-being.
The Board of Supervisors (Board) established the Commission in 1968, as provided for in Part 2 (Short-Doyle Act), Chapter 1, Section 5604(a) of the California Welfare and Institutions Code. The Commission’s purpose is to advocate for consumers, families, and county residents in the design and funding of behavioral health programs, and to advise the Board and the DBH Director on aspects of local behavioral health programs. Per County Code section 13.0618, expenses of board, commissions, and committee members (non-employees) on County business shall be paid by the County with prior Board approval.
Throughout the year, Commissioners attend and participate in various State and County events to share best practices as well as bring back innovative ideas to incorporate into the County’s behavioral health system of care.
DBH is recommending approval of the travel and related expenses for three Commissioners to attend the 2025 Housing California Annual Conference (Conference). Two commissioners will be flying to Sacramento, and one will be driving. The Conference is providing lunch on March 6th and 7th, and the Commissioners will be reimbursed for lunch on March 5th and dinner March 5th through 7th. Including $259 in contingency costs will allow for any revisions to costs between approval and actual purchase.
Housing California is hosting an informative, in-person, annual conference bringing together a diverse, multi-sector network to prevent and end homelessness, increase the supply of safe, stable, affordable housing options and reverse the legacy of racial and economic injustice. The organization addresses housing affordability and homelessness through two primary policy approaches. The first approach focuses on land use, promoting the production of affordable housing and influencing the location of affordable homes through regulations that guide land development. The second approach emphasizes finance, increasing and safeguarding public investments in affordable housing and supportive services. In addition, the organization collaborates with allies to support tenant protections by advocating for stronger laws that help individuals and families remain in their homes.
The theme for the Conference is “Solidarity in Action: Building Power to Transform Communities” featuring over 65 workshops, roundtable discussions, and learning labs that focus on equity-centered policymaking, building coalitions, and narrative change. The conference will elevate lessons learned and offer solutions to create more affordable homes, end homelessness and protect low-income renters. Commissioners will gain valuable insight on collaborative efforts across the state and allow them the opportunity to engage in support networks specific to mental health and wellness throughout California.
