COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES

Provide for the Safety, Health and Social Service Needs of County Residents.
Pursue County Goals and Objectives by Working with Other Agencies and Stakeholders.
FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The surplus and donation of the two ventilators will avoid the cost for the Department of Public Health (DPH) to remove and transport the items from the Colorado River Medical Center (CRMC) where they are presently located.
BACKGROUND INFORMATION
The DPH Preparedness and Response Program works to prepare for emergencies caused by bioterrorism, infectious disease, and other public health threats through the development and exercise of comprehensive public health emergency plans, including storing and securing medication, vaccines, and medical supplies.
In 2011, DPH purchased the ventilators listed in Recommendation No. 1, for $14,660, with funding from the United States Department of Homeland Security (DHS). Ventilators are a type of medical equipment that moves air into and out of the lungs, delivering breaths to a patient who is physically unable to breathe or breathing insufficiently.
In 2021, DPH loaned the ventilators to CRMC, in response to the COVID-19 pandemic. CRMC is a critical access hospital serving the City of Needles and much of the unincorporated desert region of San Bernardino County.
Pursuant to the Code of Federal Regulations (2 CFR 200.313), DPH may donate the ventilators with no further obligations to DHS. Although County Policy 12-18 requires that surplus property be made available to other departments, Board-governed districts, or community-based organizations, DPH is recommending the donation of the ventilators to CRMC since they are currently located in the medical center and will continue to be used to serve county residents.
