FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Community Funding Grant of $250,000 from the United States Department of Labor (DOL) to the Workforce Development Department (WDD) does not require local matching funds. Adequate appropriation and revenue have been included in WDD’s 2024-25 budget.
BACKGROUND INFORMATION
WDD was notified on October 18, 2021, by the Office of Senator Alex Padilla, of the availability of a $250,000 Community Funding Grant through the Senate Labor, Health, and Human Services appropriations bill to develop a program to connect job seekers with disabilities with local employers.
The Community Funding Grant connects employers with job seekers with disabilities, specifically, through a dedicated WDD disability staff consisting of a Workforce Development Specialist and a Business Services Representative, who is part of the WDD Business Services Team. These two positions work directly with disabled job seekers by providing career services to overcome their barriers and challenges to employment and becoming advocates by promoting their employability to local businesses. The Community Funding Grant also benefits county residents by increasing the employment of people with disabilities, providing a positive impact upon both the targeted population and participating employers
WDD submitted the Community Funding Grant application on November 8, 2022. On January 17, 2023, and received the notice of award from the DOL with a proposed period of performance of February 1, 2023 through January 31, 2025. On February 28, 2023 (Item No. 71), the Board of Supervisors (Board) approved Contract No. 23-167, in the amount of $250,000, and retroactively accepted the award, for the period of February 1, 2023 through January 31, 2025.
With only a few months left under the original period of performance remaining, to ensure that WDD meets its proposed goal of enrolling at least 150 participants, DOL reported that a no-cost period of performance extension of up to one year was available. On December 3, 2024, WDD submitted the extension request to DOL for review. On December 30, 2024, WDD was informed that the request was approved, and a revised Notice of Award was provided with a new period of performance end date of January 31, 2026.
