FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Revenue obtained from Revenue Agreement (Agreement) No. 24-1299 (State Agreement No. 24-79017-000) with the State of California Department of State Hospitals (State) will offset the cost of providing Diversion Opportunity for Outpatient Recovery Services (DOORS). BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance used disorder (SUD) services to county residents experiencing severe mental illness and/or SUD. An integral part of the service delivery system consists of effective alternatives to incarceration for individuals who are arrested and jailed in relation to their mental health illness and/or SUD.
DOORS allows individuals with a serious mental illness or co-occurring disorders (mental illness and a SUD) who have been found incompetent to stand trial (IST) to receive pre-trial diversion treatment in the community. DOORS was developed by DBH with the support of County Law and Justice Group partners, which include the Superior Court of California, County of San Bernardino (Superior Court); Sheriff’s Department; Public Defender’s office; District Attorney’s office; and the Probation Department.
On December 17, 2024 (Item No. 29), the Board of Supervisors approved the Agreement with the State in the amount of $24,874,000, for the period of July 1, 2024, through June 30, 2029. The County is required to submit the Diversion Program Plan (Plan) to the State, which is a separate, requisite component of State Agreement No. 24-79017-000. The State must review and approve the Plan before the DOORS program is implemented.
The Plan outlines: Collaboration Planning and Implementation, Target Population and Housing, Scope of Work Considerations, Data and Fiscal Reporting, and the Management Plan. The State requires the Plan be reviewed and approved by the Chief Administrative Office/Chief Executive Officer, County Behavioral Health Representative, County Public Defender, County District Attorney, and County Presiding Judge before submission to the State. The Plan has been prepared and reviewed in collaboration with representatives from the respective County Departments and the Superior Court.
