COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES
Create, Maintain and Grow Jobs and Economic Value in the County.
Provide for the Safety, Health and Social Service Needs of County Residents.
FINANCIAL IMPACT
Approval of this item will not require additional Discretionary General Funding (Net County Cost). The estimated annual cost of $29,835 is funded by an annual allocation received from the California Department of Aging which consists of federal grant funding for Title V of the Older Americans Act (OAA). The Title V funding requires a 10% local match which is funded by existing County Discretionary General Funding received by the Department of Aging and Adult Services - Public Guardian (DAAS-PG). Adequate appropriation and revenue have been included in the DAAS-PG 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department of Labor (DOL) administers the OAA Title V Senior Community Service Employment Program (SCSEP). The DOL contracts with a variety of organizations to manage the program at the state and local level. The purpose of the program is to provide income and gainful part-time training/work activities for low-income older adults, 55 years of age and older, in non-profit and government locations. DAAS-PG administers the SCSEP through part-time contract positions due to the limited funding available for this program.
The Administrative Aide plays a key role in supporting the SCSEP by developing and maintaining relationships with non-profit organizations and government agencies. They assist in the creation, writing, and upkeep of internal program policies and procedures while also entering and managing participant data in the DOL automated system. Additionally, they ensure that all seniors placed in SCSEP meet eligibility requirements and are appropriately assigned to training sites. The Administrative Aide also provides technical assistance to program participants, answers incoming calls, and assists the public at the SCSEP office to ensure efficient program operations and participant support. The recommended Employment Contract (Contract) with Bronell Ingram will be effective March 8, 2025, and shall remain in effect through March 3, 2028, subject to termination provisions of the Contract. Under the recommended Contract, the contract employee will not work more than 50 hours per pay period unless expressly authorized by the Director of DAAS-PG.
Authorization is requested for the Assistant Executive Officer of Human Services to execute amendments to extend the term of the Contract for a maximum of three successive one-year periods. Notwithstanding the foregoing, either party may terminate the Contract at any time without cause upon 14 days prior written notice to the other party. The County may terminate the Contract immediately for just cause.
PROCUREMENT
A procurement was not performed as Bronell Ingram is a current contract Administrative Aide. On May 23, 2017 (Item No. 8), as the result of an open recruitment, the Board of Supervisors (Board) approved an employment contract with Bronell Ingram as an Administrative Aide. On March 12, 2019 (Item No. 5), the Board approved the current Employment Contract No. 19-99 with Bronell Ingram as an Administrative Aide. The Board has since approved amendments to Employment Contract No. 19-99, including Amendment No. 4 to Employment Contract No. 19-99 on March 12, 2024 (Item No. 6). Employment Contract No. 19-99 expires on March 15, 2025. DAAS-PG recommends a new employment contract with Bronell Ingram. If approved, the recommended Contract will supersede Employment Contract No. 19-99 effective March 8, 2025.
