FINANCIAL IMPACT

Approval of this item will not require additional Discretionary General Funding (Net County Cost).  The estimated annual cost of $29,835 is funded by an annual allocation received from the California Department of Aging, which consists of federal grant funding for Title V of the Older Americans Act (OAA).  The Title V funding requires a 10% local match which, is funded by existing County Discretionary General Funding received by the Department of Aging and Adult Services - Public Guardian (DAAS-PG).  Adequate appropriation and revenue have been included in the Department of Aging and Adult Services - Public Guardian (DAAS-PG) 2024-2025 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION

The Department of Labor (DOL) administers the OAA Title V Senior Community Service Employment Program (SCSEP).  The DOL contracts with a variety of organizations to manage the program at the state and local level.  The purpose of the program is to provide income and gainful part-time training/work activities for low-income older adults, 55 years of age and older, in non-profit and government locations.  DAAS-PG administers the SCSEP through part-time contract positions due to the limited funding available for this program.

The Administrative Aide plays a key role in supporting the SCSEP by developing and maintaining relationships with non-profit organizations and government agencies.  They assist in the creation, writing, and upkeep of internal program policies and procedures while also entering and managing participant data in the DOL automated system.  Additionally, they ensure that all seniors placed in SCSEP meet eligibility requirements and are appropriately assigned to training sites.  The Administrative Aide also provides technical assistance to program participants, answers incoming calls, and assists the public at the SCSEP office to ensure efficient program operations and participant support.

On March 26, 2024 (Item No. 6), the Board of Supervisors approved Employment Contract No. 24-272 with Patricia Valenzuela, as an Administrative Aide for the SCSEP, for the term of April 6, 2024, through April 2, 2027.

The recommended Amendment No. 1 to the employment contract will revise the compensation language to reflect an increase in responsibilities resulting from program growth and operational changes, aligning with Contractor’s responsibilities and duties outlined in the Scope of Work.  Additionally, Amendment No. 1 will amend the duties and responsibilities language and add a work performance evaluation provision.  A contract amendment with Patricia Valenzuela is recommended as she has the necessary skills, knowledge, and experience to continue performing the duties required for the SCSEP Administrative Aide position.

This amendment shall be effective March 8, 2025 and shall remain in effect through April 2, 2027, subject to the termination provisions of the contract.  Notwithstanding the foregoing, either party may terminate the contract at any time without cause upon 14 days prior written notice to the other party.  The County may terminate the contract immediately for just cause.

PROCUREMENT

A procurement was not performed at this time as Patricia Valenzuela is currently contracted as an Administrative Aide.
