BACKGROUND INFORMATION
Since 2011, Children and Family Services (CFS) has referred at risk children and youth for programs and services supported by Children’s Fund as part of a public/private collaborative. These programs and services include clothing; school supplies; orthodontia; groceries; housing and utility assistance; scholarships; computers and training for graduating high school seniors; support for the Independent Living Program for teens in foster care; and holiday and birthday gifts for children and youth in foster care.
Children’s Fund is a nonprofit 501(c)(3) organization founded in 1986 and is the County’s public/private partnership component of the Children’s Network, and the Child Abuse Prevention Council of San Bernardino County, whose role is to bring together all agencies within the county that serve children and youth and facilitate collaboration and information.
The mission of Children’s Fund is to give vulnerable children and youth support, opportunity, and hope by breaking destructive cycles through community partnerships. Children’s Fund helps to provide programs that match children and youth in need to available resources and services through a comprehensive resource distribution network. Since its inception in 1986, Children’s Fund has provided more than 1,700,000 services to children and youth in the County through programs designed to meet the specific needs of at-risk children and youth. During 2022-23, Children’s Fund provided services to more than 5,500 children and youth at an average cost of $93 per child or youth.
On September 13, 2022 (Item No. 19), the Board of Supervisors (Board) approved Contract No. 22-819 between CFS and Children’s Fund, to support programs and projects for at-risk children and youth served by the County, in an amount not to exceed $1,199,243, for the period of September 21, 2022 through June 30, 2025.
On November 14, 2023 (Item No. 27), the Board approved Amendment No.1 to Contract No.22-819 between CFS and Children’s Fund modifying the fiscal language to allow reallocation of budgeted funds from one line item to another. There was no change to the not to exceed amount of $1,199,243, or the term of the contract.
Pursuant to Contract No. 22-819, Children’s Fund has committed to fund programs and projects benefiting children and youth referred by County at a two-to-one ratio, with Children’s Fund contributing two dollars for every one dollar the County contributes. This amendment will allow for a one-to-one ratio of reimbursement at the discretion of CFS. The amendment also extends the term of the contract for one year and increases the contract amount by $428,706.
