FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). All costs associated with the formation of County Service Area 70, Zone R-15A (Landers Campsite) will be paid by the property owner within the proposed new subzone. If the subzone is formed and the related service charge is approved by the property owner, annual revenue of $4,800.92 with an annual inflationary adjustment of up to 3% would be generated for road grading, operations, and maintenance services.

BACKGROUND INFORMATION

JT Prospecting LLC (Developer) is currently developing a dry campground in the Landers area. As a condition of project approval, the Developer must ensure safe ingress and egress to the campsite. To satisfy this requirement, the Developer has requested the Department of Public Works - Special Districts (Department) to initiate the formation of a new zone to provide road grading, operations, and ongoing maintenance services.

The proposed zone would encompass approximately 1,350 linear feet of Sunburst Street, extending from Giant Rock Road to the entrance of Assessor Parcel Number 0631-201-68-0000. The zone is intended to support the provision of road maintenance and grading services to ensure the roadway remains in a safe and serviceable condition for residents and visitors.

The estimated annual cost for these services is $4,800.92 per parcel, which includes labor, equipment, materials, and administrative expenses. An annual inflationary adjustment of up to 3% will also apply to account for rising costs of operations and maintenance. This property-related service charge is necessary to fund ongoing road maintenance and to prevent future deterioration of the roadway.

Pursuant to Government Code section 25217 et seq., whenever the Board of Supervisors (Board) determines that it is in the public interest to provide different authorized services, levels of service, or facilities, or to raise additional revenues within specific areas of a county service area, it may form one or more zones. Approval of Recommendation No. 1 will declare the Board’s intent to initiate proceedings for the formation of a new zone within County Service Area 70, to be designated as Zone R-15A (Landers Campsite).

Upon adoption of the Resolution, the Board will set the date, time, and location for a public hearing on the proposed formation of Zone R-15A (Landers Campsite). The public hearing is proposed for June 10, 2025. In accordance with Government Code section 25217(d), notice of the public hearing will be published pursuant to Government Code section 6061 and posted in at least three public places within the boundaries of the proposed zone. Additionally, written notice will be mailed to the property owner within the proposed zone, as well as to any city or special district that contains, or whose sphere of influence contains, the proposed zone, at least 20 days before the hearing.

The public hearing will also include consideration of the proposed property-related service charge necessary to fund the services for the new zone, in accordance with the requirements of Article XIII D of the California Constitution (Proposition 218).
