BACKGROUND INFORMATION

PSD operates the HSP, EHS, EHS-CCP and State Preschool programs by providing direct services to eligible children and families throughout San Bernardino County. The programs provide education, health, cognitive, social/emotional, physical growth and development, and parent-involvement services for children ages 0 to 5 with the overall goal of increasing the school readiness of young children from economically disadvantaged families.

The recommended grant award allows for the carrying forward of unobligated funds from PSD’s prior program years within the total five-year grant period to provides for HSP, EHS, and EHS-CCP programs.

A separate item will be presented to the Board of Supervisors (Board) at a later date for consideration to use the grant award funds for a new Child Development Center. The Child Development Center will accommodate up to five classrooms, support areas, staff work and meeting areas, and an exterior playground area. The grant award will also be used to improve and purchase classroom supplies for multiple preschool sites, and to purchase equipment for the department.

On September 24, 2024 (Item No. 42), the Board approved a grant award Contract No. 24-939 (Award No. 09CH011719-05-00) in the amount of $33,016,334.

On November 5, 2024 (Item No. 26), the Board approved an additional grant award Contract No. 24-1085 (Award No. 09CH011719-05-01) in the amount of $33,016,335 for a combined total of $66,032,669 from ACF for continued support of the HSP, EHS, and EHS - CCP programs, for the period of July 1, 2024, through June 30, 2025.

This item will approve the carryover of grant funds from ACF from prior grant years in the amount $40,202,117, for the period of July 1, 2024 through June 30, 2025, bringing the total grant award amount to $106,234,786.
