FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost for the provision of immediate housing assistance, not to exceed $239,479, will be funded by the United States Department of Housing and Urban Development (HUD) Emergency Solutions Grant (ESG). Adequate appropriation and revenue have been included in the Community Development and Housing Department’s (CDH) 2024-25 budget and will be included in the 2025-26 budget.

BACKGROUND INFORMATION

CDH administers ESG funding through non-profit providers and County departments to address homelessness through emergency shelter, street outreach, rapid rehousing, and homeless prevention services. On May 9, 2023 (Item No. 20), the Board of Supervisors (Board) approved the 2023 ESG allocation of $613,906 (HUD Contract No. E-20-UC-06-0503).

On August 20, 2024 (Item No. 36), the Board approved six ESG contracts, including Contract No. 24-795 with The Salvation Army for $190,295, to provide rapid re-housing, emergency shelter, and street outreach services. On February 26, 2025, The Salvation Army requested additional funding to support its emergency shelter operations, citing near exhaustion of previously awarded funds.

At that time, all Federal ESG funding was fully obligated. Following a review, CDH determined one provider was unable to fulfill its contractual obligations. As a result, $49,184 of the original 2023 State ESG allocation of $613,906 has to be reallocated to another contracted provider. To ensure continued service delivery and proper expenditure of ESG funds within the performance period, The Salvation Army ESG Contract No. 24-795 will be increased by $49,184. This increase was deemed necessary to maintain essential emergency shelter services and comply with federal grant requirements.

The proposed amendment will increase The Salvation Army's total ESG funding to $239,479, enhancing its capacity to serve homeless residents through August 31, 2025. This increase will strengthen critical services including:

•                     Emergency Housing Services: Immediate shelter for individuals and families in crisis

•                     Housing Navigation: Support in identifying and securing permanent housing

•                     Case Management: Individualized support to promote long-term stability

This action ensures federal funds are fully utilized to address urgent homelessness needs throughout San Bernardino County while maintaining compliance with HUD requirements.

PROCUREMENT
