FINANCIAL IMPACT

This item will not impact Discretionary General Funding (Net County Cost). The Community Development Block Grant (CDBG), HOME Investment Partnerships Act (HOME), and Emergency Solutions Grant (ESG) are federally funded entitlement programs. San Bernardino County's (County) anticipated 2025-26 United States Department of Housing and Urban Development (HUD) grant allocation totals $9,420,665, distributed as follows: $6,391,715 for CDBG, $2,456,203 for HOME, and $572,747 for ESG. Match requirements for HOME and ESG are passed down to awarded contractors and may be satisfied with private funds and in-kind donations; CDBG does not have a match requirement. Adequate appropriation and revenue will be included in future Community Development and Housing (CDH) budgets.

BACKGROUND INFORMATION

The Consolidated Plan outlines the goals for providing decent housing, a safe living environment, and expanding economic opportunities for low- and moderate-income residents of the County, while identifying priority needs and developing strategies to address them. The components of the Consolidated Plan include the final HUD 2025-26 Action Plan, Needs Assessment, Market Analysis, Citizen Participation Plan, and Analysis of Impediments to Fair Housing Choice (known collectively as “related documents”). Approval of this item will allow the Community Development and Housing Department (CDH) to submit the final 2025-30 Consolidated Plan and its related documents to HUD.

The purpose of the Consolidated Plan is to identify priority needs, set goals and objectives to address those needs, and develop implementation strategies in support of those goals and objectives. The HUD Annual Action Plan is the formal grant application to HUD and is predicated upon the strategies and priority needs for eligible uses of CDBG, HOME, and ESG funds over the five-year Consolidated Plan period. Funding levels are determined through a Congressional formula based on local poverty rates, population, housing overcrowding, and housing stock age.

The areas served under the Consolidated Plan are the unincorporated areas of the county and 13 cooperating municipalities. These municipalities are Adelanto, Barstow, Big Bear Lake, Colton, Grand Terrace, Highland, Loma Linda, Montclair, Needles, Redlands, Twentynine Palms, Yucaipa, and the Town of Yucca Valley. While Chino Hills and Rancho Cucamonga are not among these 13 municipalities, both cities receive a direct allocation of CDBG from HUD as entitlement cities. Therefore, they only participate in the County’s HOME Consortium which allows for the use of County HOME funds within their jurisdiction.

The County's current five-year Consolidated Plan for 2020-21 through 2024-25 was adopted on April 21, 2020 (Item No. 25) and expires on June 30, 2025. The County has prepared a new Consolidated Plan for 2025-26 through 2029-30. On February 21, 2025, drafts of the 2025-30 Consolidated Plan and related documents were made available for public review and comment, and the Notice of Public Hearing for said plans was published in six newspapers throughout the county.

The notice provided a 30-day public comment period beginning February 21, 2025. On March 25, 2025 (Item No. 75), the Board held a public hearing on the proposed 2025-30 Consolidated Plan and its related documents. During the public hearing, members of the public were given an opportunity to provide testimony on the Consolidated Plan and the related documents. The public comment period concluded on March 25, 2025, when the public hearing was closed. No comments were received during the public comment period.

To accept the federal grant funds on behalf of the County, it is requested that the Board approve the final 2025-30 Consolidated Plan and related documents, including the 2025-26 Annual Action Plan, and direct CDH to submit them to, and as directed by, HUD.

In addition, HUD requires local governing bodies to delegate signature authority to administer and implement grants efficiently and effectively. Recommendation No. 3 delegates signature authority to the Chief Executive Officer, Assistant Executive Officer, or Director of CDH to administer and implement the three grants from HUD. Any change to this signature authority requires formal Board action. This signature authority includes, but is not limited to, the signing of documents relating to HUD Certifications, SF-424 Forms, Consolidated/Annual Action Plans, Consolidated Annual Performance and Evaluation Reports, Environmental Assessments, Requests to Initiate Project Activity (Attachments A and B), computerized software programs such as Integrated Disbursement and Information Systems, Disaster Recovery Grant Reporting, Loan Payoff Demands, Loan Forgiveness, Substitutions of Trustee, Deeds of Reconveyance, Annual Affidavit Letters, Requests for Full Reconveyance, and any correspondence related to prior authorized HUD Community Planning and Development loans and various other HUD reports, correspondence, and related documents as required by HUD.

CDH will continue to submit any regional policy and planning documents (including any substantial amendments to these documents) to the Clerk of the Board for public review 30 days prior to their consideration by the Board.
