Body
COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES
Improve County Government Operations.
Operate in a Fiscally-Responsible and Business-Like Manner.
Provide for the Safety, Health and Social Service Needs of County Residents.
Pursue County Goals and Objectives by Working with Other Agencies and Stakeholders.
FINANCIAL IMPACT
Approval of this agreement will not require the use of Discretionary General Funding (Net County Cost). San Bernardino County Fire Protection District (SBCFPD) will reimburse the San Bernardino County Project and Facilities Department (PFMD) for actual expenses related to this agreement, including reimbursement for PFMD staff time related to construction project services provided using the Board of Supervisors approved rates charged to County departments and Board Governed Special Districts. Sufficient appropriation for this agreement is included in SBCFPD’s and PFMD’s 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
PFMD provides feasibility/estimating, design, construction, inspection, and commissioning services to County departments and Board Governed Special Districts. SBCFPD requests PFMD to provide these services on SBCFPD properties. In return, SBCFPD will reimburse PFMD for the cost of the services provided.
PFMD will manage construction projects and retain necessary consultants and contractors to perform construction projects on SBCFPD properties upon the request of SBCFPD Fire Chief/Fire Warden or Deputy Fire Chief.
The prior agreement was approved by the Board of Supervisors and the Board of Directors on June 26, 2018 (Item No. 91), and expired on June 30, 2023, due to administrative oversight from both parties. As PFMD has continued to provide services to SBCFPD past the expiration of the prior agreement to the current day to ensure continuity of project delivery, a retroactive start date of July 1, 2023, is requested.
After the expiration of the agreement, it was believed a new agreement was not needed as both entities are part of the County; however, due to SBCFPD being a separate legal entity from PFMD and the County, County Counsel recommends an agreement continue to be in place between the entities. SBCFPD and PFMD are now actively monitoring this agreement to ensure timely renewal in the future. This item is being presented for Board approval as this is the first date available following the required operational, fiscal, and legal reviews.
Either party may terminate the agreement, without cause, by providing the other party 30 days’ written notice.
PROCUREMENT
Not applicable.
