FINANCIAL IMPACT
Approval of this amendment will not result in the use of Discretionary General Funding (Net County Cost). There are no additional costs associated with Memorandum of Understanding No. 23-626 (MOU), as the San Bernardino County Fire Protection District (SBCFPD) will utilize existing firefighter paramedic staff to provide Emergency Medical Services (EMS) on the Sheriff/Coroner/Public Administrator’s (Sheriff) rescue aviation units. Total staffing costs are estimated to be approximately $482,000 for 2025-26 and will be funded with SBCFPD’s existing revenue sources. Sufficient appropriation related to this MOU is included in SBCFPD’s 2025-26 Recommended Budget and will be included in future recommended budgets.

SBCFPD offers services beyond fire suppression and protection, and partners with various private and public collaborators to protect the community. Services and specialized programs include, but are not limited to, EMS, helicopter rescues, dozer services, fire hazard abatement, and hazardous materials response. SBCFPD EMS firefighter paramedics administer advanced medical care to patients on ambulances and rescue helicopters while in transport to a qualified medical facility.
On June 27, 2023 (Item No. 133), the Board of Directors approved the MOU, allowing SBCFPD’s firefighter paramedics staff to assist the Sheriff’s Aviation Division in providing emergency medical services on their rescue helicopters from June 27, 2023, through June 30, 2025.
