BACKGROUND INFORMATION

Penal Code section 4000 designates the Sheriff to manage the County’s detention facilities.  The Sheriff has four Type I and four Type II detention facilities; Type I is used for detention of persons for not more than 96 hours after booking, while Type II is used for detention of persons awaiting arraignment, during trial, and upon sentence of commitment. HDDC is the only Type II facility in the High Desert.  It was originally acquired and renovated to accommodate 700 inmates within two housing units.  Six additional housing units were later built, increasing HDDC’s capacity to 2,100 inmates.  The increase in inmates also required an increase to the number of inmate classification types, which are required to effectuate inmate segregation to maintain inmate safety.  The current configuration of the recreation yard at HDDC does not allow for the appropriate segregation of inmates.

The requested Project will add a 16-foot anti-scaling fence with razor wire to divide the yard into two segments, secure gates with radio frequency identification scanners, and durable mesh netting to prevent contraband entry.  Additionally, American with Disabilities Act (ADA) compliant restrooms, pay phones, and anti-slip flooring will be added.  Dividing the yard will allow simultaneous recreation for multiple inmate classifications, improve safety by reducing crowding, and provide necessary ADA upgrades, ensuring that HDDC can meet operational and legal standards.

The recommended actions will approve Capital Improvement Program Project No.25-193 and allow the Project and Facilities Management Department to oversee and manage the Project.
