BACKGROUND INFORMATION
Approval of this item will allow the Project and Facilities Management Department (PFMD) to continue with the construction of a radio communications site in a United States Forest Service leased Project site located in Crestline. The recommended action will award a construction contract to Rasmussen Brothers Construction, Inc. to provide all necessary improvements to construct a new 800MHz communication site.
The original project scope of work includes the installation of a single self-supporting 80-foot steel lattice tower, new ice bridge, demolition and replacement of the existing equipment shelter with a new 288 square feet concrete masonry unit shelter with a concrete ramp, replacement of the existing generator with a new diesel generator automatic transfer switch and manual transfer switch, and placement of a temporary shelter and generator to allow site operation during construction. The budget adjustment is required due to unforeseen conditions related to the structural integrity of the concrete masonry unit (CMU) walls. Additional funds are required to cover the cost of additional third-party inspection & testing, Labor Compliance monitoring, County Inspections, and environmental monitoring as the Project is located in United States Forest Service Land. The increase also accounts for any unforeseen permitting fees with the United States Forest Services and Southern California Edison related to the added scope.
Critical facilities and emergency systems need continuous backup power on a 24-hour basis, which is provided by an emergency generator. The Project will provide reliable facilities and improvements to support the signal transmission from the site to multiple first responders, including, but not limited to, San Bernardino County Fire Protection District, Sheriff/Coroner/Public Administrator, and Emergency Medical Responders, thereby supporting the County and Chief Executive Officer goals and objectives of improving County government operations and operating in a fiscally-responsible and business-like manner.
On October 22, 2024 (Item No. 32), the Board of Supervisors (Board) determined the Project to be categorically exempt from further review under Section 15301(e), Class I (Existing Facilities), which applies to additions to existing structures provided that the addition will not result in an increase of more than: (1) 50 percent of the floor area of the structures before the addition, or 2,500 square feet, whichever is less; or (2) 10,000 square feet if: (A) The project is in an area where all public services and facilities are available to allow for maximum development permissible in the General Plan and (B) The area in which the project is located is not environmentally sensitive.”
This Project is consistent with County Administrative Office approved CIP request No. 22-052.
PROCUREMENT
On October 22, 2024 (Item No. 32), the Board authorized PFMD to advertise for competitive bids. PFMD advertised for bids in the San Bernardino County Sun on October 25, 2024, six Plan Rooms and on the County Electronic Procurement Network (ePro) via Request for Proposals No. ANE223-ANE2C-5662. On November 14, 2024, prospective bidders attended a mandatory job walk. On December 13, 2024, Addendum No. 1 was issued to provide clarifications to contractors’ questions, revisions to the contract drawings, and a revised bid opening date. On January 6, 2025, Addendum No. 2 was issued to clarify a response given in Addendum No. 1 and revising the bid opening date. On January 15, 2025, the following 3 bids were received:

Jitney Company, Inc. (Jitney) failed to provide the California Air Resources Board (CARB) certification as required in the Bid Proposal and by Public Contract Code section 7106. Jitney was notified on February 11, 2025, by certified mail that PFMD would recommend to the Board that their proposal be found non-responsive, Jitney did not respond to the non-responsive letter from PFMD.
PFMD recommends the Board award the construction contract to Rasmussen Brothers Construction, Inc., the lowest responsive and responsible bidder.
