BACKGROUND INFORMATION
The CTC Project will expand upon existing facilities and construct new facilities on a 29.47-acre site in the City of Victorville. This expansion will provide treatment facilities for county residents who are experiencing Serious Mental Illnesses (SMI) and/or Substance Use Disorders (SUD). The proposed expansions will increase DBH's existing SUD withdrawal management capacity by 300% and existing adult SUD residential treatment capacity by over 70%.
On July 9, 2024 (Item No.13), the Board of Supervisors (Board) approved the original Capital Improvement Project budget of $56,242,942. The California Department of Social Services (CDSS) delayed issuing the Program Funding Agreement (PFA) to DBH, but did not extend the Sunset date that the awarded funds needed to be expended by. This delay resulted in project cost increases in the amount of $7,692,240. Approval of the budget increase would expedite the project timelines in order to expend all grant funds by the unchanged date of June 30, 2027.
The Project will add six new buildings on the CTC campus: one 36-bed Residential Treatment building; one 24-bed Withdrawal Management building; one Outpatient Building (contains three group rooms, eight staff offices, restroom facilities, copy area, and a break area); two Adolescent Residential and Psychiatric Residential Treatment Facilities (containing 30 beds, restroom facilities, staff offices, therapy room, psychiatrist office, exam room, medicine room, nurse station, interview room, library, conference rooms, and family visiting room); and one Wellness Center containing a basketball court, commercial kitchen, arts and crafts room, and staff offices.
DBH anticipates funding from a California Department of Social Services (CDSS) grant initiative through the Community Care Expansion (CCE) Program to support the expansion of the CTC. On March 23, 2023, DBH was awarded $10,093,171 from the CCE Program. On May 21, 2024, DBH received a revised award notification from CDSS, increasing the award by $421,867, for a total of $10,515,038. The Program Funding Agreement (PFA) is being reviewed by DBH and the State of California. Once the PFA has been approved, PFMD and DBH will return to the Board for approval of an updated Design-Build Services Agreement.
The Project is consistent with County Administrative Office approved CIP request No. 25-057.
PROCUREMENT
On September 10, 2024 (Item No. 45), the Board of Supervisors (Board) authorized PFMD to utilize the design-build project delivery method pursuant to Public Contract Code Section 22160 et seq., and delegated authority to the Director of PFMD to: approve, release, and advertise a Request for Qualifications (RFQ) Package; approve a short list of Design-Build Entities; approve and release a Request for Proposal (RFP) Package to the short listed Design-Build Entities; issue any addenda or amendments to the RFP; and approve the payment of an honorarium to the short-listed proposers in an amount not to exceed $100,000.
On September 17, 2024, PFMD released the Design-Build RFQ Package to design-build entities on the County’s Electronic Procurement Network (ePro) listed under ANE223-ANE2C-5620. On September 20, 2024, PFMD advertised the RFQ Package in the Daily Press. On October 28, 2024, PFMD received responses from the following four prequalified design-build entities.

Representatives from the PFMD (Selection Committee) evaluated the proposers’ packages. The evaluation process narrowed the field down to three proposer teams that were interviewed, resulting in the recommendation for three who were deemed best qualified to successfully execute the design and construction of the Project based on the criteria identified in the Pre-Qualification Package, which included organizational history, safety record, relevant personnel, and project experience. The three following firms were recommended to proceed to the next phase of the competitive process.

On December 17, 2024, the RFP package was made available to those three firms with additional responses to requests for information, project requirements, and expectations, allowing them to submit a Best and Final Proposal.
On February 12, 2025, Addendum No. 1 was issued to provide clarification to contractor questions. On February 25, 2025, Addendum No. 2 was issued to provide additional information to Exhibit D - Criteria Documents. On February 25, 2025, Addendum No. 3 was issued to revise the deadline to submit proposals.
On February 26, 2025, final RFP responses were received from the three prequalified design- build entities. Abbott Construction LLC was found to be non-responsive for failing to submit the RFP package by the bid opening deadline. On March 6, 2025, a notice that PFMD would recommend to the Board that they be found non-responsive was sent by certified mail. There has been no further response. On March 28, 2025, Abbott confirmed receipt of Certified Letter, disqualifying them due to non-responsiveness.
The Selection Committee conducted an evaluation to determine the successful design-build entity based on the proposal that provided the best value to the County. Snyder Langston LLC received the highest overall rating and on March 17, 2025, the notice of award or letters of regret were sent via the United States Postal Service to the three prequalified design-build entities. The RFP required any appeal of the notice of award or letters of regret to be filed within five working days of the receipt of notification. No appeals were received during or after the appeal period.
