BACKGROUND INFORMATION
Section 2006(a) of the State Streets and Highways Code requires the Board of Supervisors to appoint a registered civil engineer as Road Commissioner for all road districts in the County by holding a public hearing. Section 2006(a) also requires that notice of the hearing be posted at least 14 days but not more than 30 days prior to the hearing at the County courthouse and published at least once in a newspaper of general circulation in the County. DPW has taken steps to satisfy the notice requirements per Section 2006(a).
This action will appoint Noel Castillo as the County Road Commissioner. Mr. Castillo is a registered civil engineer who is currently serving as the Assistant Director of DPW. His duties include the management of the Transportation Division of DPW, which includes operations and maintenance, permitting, planning, design, and budgeting for all County roads. Mr. Castillo is well-qualified to perform the duties of Road Commissioner. The recommended appointment is due to the upcoming retirement of the previous Road Commissioner.
Upon conclusion of the public hearing and appointment of the Road Commissioner, the County’s Chief Executive Officer is directed to furnish evidence of Mr. Castillo’s qualifications and the public hearing to the State Controller of compliance with Streets and Highways Code Section 2006.
