FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).

The grant award in the amount of $40,000 from the California Department of Resources Recycling and Recovery (CalRecycle) for the Local Government Waste Tire Amnesty Grant Program (Grant) does not require local matching funds. Adequate appropriation and revenue have been included in the Land Use Services Department (LUS), Code Enforcement Division’s (Code Enforcement) 2025-26 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION

On November 18, 2025 (Item No. 39), the Board of Supervisors (Board) approved Waste Tire Amnesty grant award Contract No. 25-925 (Contract) (Grant Award No. TA8-25-0043) for $40,000, with a term of July 30, 2025, through October 28, 2027. The funding is used to pay for no-cost waste tire disposal events throughout the County. Costs associated with the events include disposal fees, personnel to staff the events and staff time to administer the grant.

The Contract accepted by the Board consisted solely of the non-standard Contract coversheet and the CalRecycle grant agreement. Additional pages containing substantive contract terms were inadvertently excluded from the Board item, as they were not uploaded at the time of submission on November 6, 2025.

LUS is now requesting that the Board ratify the complete grant agreement, including all previously omitted terms.
