BACKGROUND INFORMATION
The Assessor Division of ARC is responsible for establishing values for all locally taxable properties including residential, commercial, business, and personal property, and assessment appeals. The information provided by CoStar Realty Information, Inc. (CoStar) will be used by ARC appraisers to establish valuations and support these valuations when appeals are initiated by property owners.
On May 1, 2025, the Purchasing Department approved SAP Agreement No. 4400028459 with CoStar for 40 online appraisal data licenses in the total amount of $495,875 for the three-year plus term of May 1, 2025, through May 31, 2028. Board approval was not sought at that time because the dollar amount did not exceed $200,000 annually.
The recommended amendment will enable ARC to secure nine additional user licenses to access vital online appraisal lease data and market data for commercial, industrial, and multi-family properties. The additional licenses are necessary for new appraisal staff to establish valuations and support these valuations during the assessment appeals process. All other terms of the agreement would remain unchanged. Approval of this amendment will allow ARC to function in a fiscally-responsible and business-like manner.
PROCUREMENT
Purchasing concurs with the non-competitive procurement of CoStar licenses, based on CoStar’s specialized credentials and expertise, and supports the continued acquisition of these licenses on a non-competitive basis.
