FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The reduction of $1,982,695.98 to the original aggregate amount of $74,483,396.98 to a new aggregate amount of not to exceed $72,500,701, is generated by the reduction of the number of fleet vehicle camera systems from 501 to 470 for the duration of the contract and a credit for the Subscriber Identity Module (SIM) cards and data service, the latter being presented to the Board of Supervisors (Board) in a separate, related Board Agenda Item on today’s agenda, as those services will be paid directly to Verizon Wireless (Verizon) by Sheriff/Coroner/Public Administrator (Department). The cost of the contract is allocated proportionally between Law Enforcement Contracts and Department stations/divisions based on the number of users. Sufficient appropriation to pay Verizon directly for SIM cards and data services is included in the Department’s existing budget and will be included in future budgets.

BACKGROUND INFORMATION

On December 16, 2025 (Item No. 116) the Board approved Contract No. 25-1062 with Axon Enterprise, Inc. (Axon), including non-standard terms, for hardware, software, Cloud Services with data storage, and installation and maintenance services, including body worn camera system, taser devices, fleet vehicle camera system, Fusus system, and AI Era Plan.

The fleet vehicle camera system, Fleet 3, is an advanced in-car video system designed to boost safety and transparency for the protection of the Department’s personnel and the public. After additional evaluation of the Department’s needs, it was determined that a reduction to the actual number of Fleet 3 cameras is necessary for the duration of the contract. Additionally, the Fleet 3 system requires a SIM card to transfer data.  The Department will be paying Verizon directly for the SIMs and data services.
