Body

COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES

Operate in a Fiscally Responsible and Business-Like Manner.

Provide for the Safety, Health and Social Service Needs of County Residents.

FINANCIAL IMPACT

Approval of this item may result in the use of additional Discretionary General Funding (Net County Cost). The cost for annual maintenance of the Cisco Systems, Inc. (Cisco) enterprise security software, in the amount of $233,883.90, will be funded by the Sheriff/Coroner/Public Administrator’s (Department) budget allocation using salary savings due to vacancies. The first annual maintenance for the Cisco enterprise security software, was originally acquired and paid for by the Coronavirus Aid, Relief, and Economic Security (CARES) Act in December 2020, followed by four additional years of maintenance, under Contract No. 4400017340 which expired on January 26, 2026, funded by Department’s salary savings. The Department is not requesting additional ongoing Net County Cost at this time; however, a request for Net County Cost was included as part of the 2026-27 Recommended Budget process, as the Department does not anticipate having sufficient salary savings in future budget years.

BACKGROUND INFORMATION

The Department’s Technical Services Division is responsible for all computer-related technology, data, and communications systems within the Department and provides information management support, ongoing maintenance, enhancements, and upgrades to departmental systems. The Department’s infrastructure operates primarily on Cisco hardware, including data switches, routers, firewalls, and servers, complemented by Cisco software solutions providing hardware operating systems, content filtering, malware protection, and advanced threat detection capabilities.

On December 1, 2020, the Purchasing Agent issued Purchase Order No. 4100173216 in the amount of $136,068.36, for a one-year subscription to the Cisco enterprise security software funded by the CARES Act. Subsequently, Contract No. 4400017340 was issued in an amount of $544,273.44 ($136,068.36 annually) to cover an additional four-year maintenance period from January 27, 2022 through January 26, 2026. The annual maintenance for the Cisco enterprise security software provides essential support for Cisco security products (firewalls, threat defense from malware, network analytics, etc.), including software updates, bug fixes, and 24/7 technical assistance, with access to the latest security patches and vulnerability fixes, ensuring devices remain secure, up-to-date, and functional against evolving threats. These maintenance and support services are essential to ensuring our information technology systems maintain safe and reliable wide area network communication with minimal service interruptions.

On April 8, 2025 (Item No. 38), the Board of Supervisors (Board) approved California Participating Addendum Contract No. 25-221 (State No. 7-20-70-47-01) to the Utah National Association of State Procurement Officers (NASPO) Master Agreement No. AR3227 for Data Communications Products and Services with Cisco Systems and associated components from Presidio Networked Solutions Group, LLC (Presidio). The NASPO Master Agreement expires on September 30, 2026, however, it allows orders placed for services prior to that date to be extended and provide services up to 120 days after the Master Agreement’s original expiration date.

The Department recommends approval of the Quote to allow the Department to purchase the annual maintenance agreement for the Cisco enterprise security software, ensure network stability, minimize downtime in case of equipment or software failures, and continue to effectively manage the security of the Department's network.

The request for the Board’s approval of the purchase for the annual maintenance for security software, effective retroactively to January 27, 2026, is due to delays in obtaining quotes leveraging the NASPO master agreement and negotiations. This item is being brought at the earliest available meeting after the final quote was received and approval from County Counsel was obtained, and its approval will ensure continuity of annual maintenance for security software without interruption as the previous agreement expired on January 26, 2026.

PROCUREMENT

The Department obtained a quote from Presidio leveraging NASPO Master Agreement AR3227, California Participation Addendum 7-20-70-47-01, and the annual cost exceeds $200,000. County Policy 11-04, Procurement of Goods, Supplies, Equipment, and Services, requires the Department to seek Board approval for competitive and non-competitive purchases of services in excess of $200,000 annually.
