FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary Funding (Net County Cost). The annual cost for maintenance and support of the District Attorney’s (Department) case management system is estimated at $707,200 for a total cost not to exceed $3,536,000. The Department has spent an average of $666,616 annually under the two contracts being terminated. The proposed contract with Hamburg Bridgeport Consulting, LLC (Hamburg) is estimated to increase annual costs by $40,584, from $666,616 to $707,200. The additional cost provides flexibility for the vendor to utilize subcontracting services when needed for software maintenance and development. Sufficient appropriation has been included in the District Attorney’s (Department) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department is the public prosecutor and has the mandated responsibility to prosecute crimes committed within San Bernardino County (County), including city jurisdictions, pursuant to Government Code 26500. Local law enforcement agencies submit crime reports and investigative materials to the Department for review and potential prosecution, and the Department electronically files cases with the Superior Court to initiate the prosecution process.
In the fall of 2021, the Department transitioned from its legacy case management system to its new case management system, STAR:TNG. There were four phases during the development and implementation of STAR:TNG and the Department contracted with Microsoft Corporation (Microsoft) to develop each phase. The Board of Supervisors (Board) approved Phase I on May 24, 2016 (Item No. 70), Phase II on June 13, 2017 (Item No. 46), Phase III on September 25, 2018 (Item No. 19), and Phase IV on December 10, 2019 (Item No. 16). STAR:TNG went live in the fall of 2021. However, to ensure system stability for the first year of use and to continue with automating business processes, the Department extended the contract with Microsoft through December 31, 2022, approved by the Board on June 14, 2022 (Item No. 30).
To prepare for the end of the contract with Microsoft and ensure continued maintenance and support, Purchasing approved a six-month contract from October 17, 2022 through April 30, 2023 with Hamburg. The contract provided a former project manager from Microsoft who had managed the development of STAR:TNG. The scope of work included continuing to address necessary system issues as identified by the Department and implement required updates, for a total contract amount of $156,000.
In addition, on April 17, 2023 Purchasing approved Contract No. 4400021809 with RCJohnson Consulting LLC (RCJohnson) from May 1, 2023 through October 31, 2023 in the amount of $156,000 for enhancements and new development to STAR:TNG. The contract provided a former programmer from Microsoft who had programmed the structure of STAR:TNG. The scope of work included continuing to address necessary system issues as identified by the Department and ensure continued system operability during required updates.
Both of these contracts were necessary due to the end of the contract with Microsoft, the complexity of STAR:TNG configuration to interface with the Superior Court to allow electronic filing of crime charges, and also the configuration of portals to accept crime reports electronically from police agencies. However, the two contracts were not intended to be long-term and the Department also needs enhancements to continue its initiatives to automate manual processes, alleviate staff workload, and create operational efficiencies.
Therefore, the Department issued a Request for Proposal (RFP) during the summer of 2022. On December 6, 2022 (Item No. 21), the Board approved Contract No. 22-1176 with dKomplex, Inc. (dKomplex) in the amount of $1,410,000 for the three-year period of November 21, 2022 through October 31, 2025. On February 24, 2023, dKomplex requested to end the contract. The Department agreed after County Counsel reviewed the contract terms and determined that early termination was in the best interest of the County.
Despite the early termination of the contract with dKomplex, the Department continued its initiatives to automate business processes. To avoid a gap in system maintenance and support, the Department received Board approval for Amendment No. 1 to Contract No. 4400020623 with Hamburg on April 25, 2023 (Item No. 34), which was subsequently assigned Contract No. 23-287 to extend the contract an additional six-months through October 31, 2023 and increase the total contract amount by $169,000, from $156,000 to a total amount of $325,000.
On November 14, 2023 (Item No.36), the Board approved Amendment No. 2 with Hamburg extending Contract No. 23-287 an additional two-years, for a total contract period of October 17, 2022 through October 31, 2025 and increasing the contract amount by $653,120, from $325,000 to a total amount of $978,120.
In addition on November 14, 2023 (Item No. 36), the Board approved Amendment No. 1 to Contract No. 4400021809 with RCJohnson, which was subsequently assigned Contract No. 23-1188 to extend the contract an additional two-years through October 31, 2025 and increase the total contract amount by $653,120, from $156,000 to a total amount of $809,120.
To continue its effort to find a contractor to provide long-term system maintenance, support, and make progress on intended enhancements, the Department released RFP DAT125-DA-5870 on June 6, 2025. Ten proposals were received by the submission deadline, and following evaluation, Hamburg is being recommended to the Board of Supervisors for a contract award.
During the RFP process, the Board approved Amendment No. 3 to Contract No. 23-287 with Hamburg on October 7, 2025 (Item No. 18) extending the contract term for a total contract period of October 17, 2022 through June 30, 2026 and increasing the contract by $235,000, from $978,120 to $1,213,120. The Board also approved Amendment No. 2 to Contract No. 23-1188 with RCJohson on October 7, 2025 (Item No. 18) extending the contract term for a total contract period of May 1, 2023 through June 30, 2026 and increasing the contract by $235,000, from $809,120 to $1,044,120.
The Department requests approval of this item to authorize a new five-year contract with Hamburg Bridgeport Consulting, LLC and to terminate the existing contracts with Hamburg and RCJohnson, effective February 28, 2026. Hamburg already works closely with the Department’s IT staff in providing technical support. The Department anticipates a seamless transition and the contract ensures continuity of business operations during upgrades and enhancements.
PROCUREMENT
The County Administrative Office approved and authorized the release of Request for Proposals (RFP) DAT125-DA-5870 with the Purchasing Department on June 6, 2025, to solicit proposals from interested and qualified vendors for maintenance and support services for STAR for a three-year period, with two one-year extension options. The RFP was posted to the County’s Electronic Procurement Network (ePro).
Ten proposals were received by the submission deadline, as listed in the table below. An evaluation committee comprised of selected representatives from the Department evaluated the proposals based on qualifications and experience, technical review, references, and presentations and demonstrations. Based on the scoring summary, the evaluation panel recommended award of the contract to Hamburg, and the Department concurs with this recommendation. Notices of the award and denials were issued on January 30, 2026 to all proposers, and no protests were received by the Department or Purchasing.

County Policy 11-04 requires that contracts for services exceeding $200,000 annually be approved by the Board. The Department recommends Board approval of a five-year contract with Hamburg in an amount not to exceed $3,536,000.
In accordance with County Policy 11-04 SP3, services exceeding $100,000 must be procured through a competitive process using a formal Request for Proposal (RFP). Purchasing assisted the Department with coordination of the RFP and the evaluation process and concurs with the recommendation of awarding a contract to Hamburg Bridgeport Consulting, LLC.
