FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Fair Market Rent determinations set forth in the appraisal reports will be used to update rental rates for leasable space at the Chino (CNO) and Apple Valley (APV) Airports that are negotiated in lease agreements and that are set by the County Fee Ordinance.

BACKGROUND INFORMATION

The Department of Airports (Airports) manages CNO on behalf of San Bernardino County and APV on behalf of County Service Area 60.  Each airport comprises a variety of leasable space, including tie-down spaces, portable hangar spaces, T-hangars, box hangars, office/retail spaces, shop/storage spaces, and improved/unimproved land areas.  Establishing Fair Market Rent for these various types of leasable space is set by appraisals to ensure conformity and reasonableness within Airports’ leasing program.

Airports requested the Real Estate Services Department (RESD) obtain appraisals of the various leasable spaces within CNO and APV.  The purposes of the appraisals are to 1) set benchmarks for leasing rates for the variety of spaces available for lease at the airports; 2) meet certain lease provisions that require a re-appraisal at set intervals to determine Fair Market Rent; and 3) obtain current market value of airport property that will be used for updating fees in the County Fee Ordinance.

Airports requested RESD to issue a Request for Proposals (RFP) to experienced airport appraisers and appraisal firms to provide fair market rent benchmarks for both CNO and APV.  Based on its RFP response, R.P. Laurain & Associates, Inc. was selected to complete the appraisals.  RESD reviewed the CNO and APV appraisals which have report dates of October 31, 2025 and October 25, 2025, respectively, and concurred that they provided a reasonable benchmark for a Fair Market Rent determination for leasable spaces at CNO and APV.

Airports will use the appraisal information in the development of fee ordinance revisions as a part

of its fee review process.  RESD will use the appraisal information in the determination and negotiation of rental rates for leasable spaces at CNO and APV.

The benchmark fair market rental rates established in the referenced appraisal reports apply to typical aeronautical property types and aeronautical-related uses located at Chino and Apple Valley Airports, including hangars, tie-downs, aviation land, and related facilities identified in the study.  These benchmarks are intended to support leasing and fee-setting for aeronautical uses only and do not establish fair market rent for non-aeronautical uses or for properties outside the scope of the appraisal.  In the event the County considers leases for non-aeronautical purposes, separate appraisals will be obtained, consistent with FAA policy and airport compliance requirements, to determine fair market rent for those uses.

RESD staff has reviewed the recommended action pursuant to the California Environmental Quality Act (CEQA) and has determined that it does not constitute a project.  Accordingly, no further action is required under CEQA.

PROCUREMENT

RESD solicited informal quotes to provide appraisal services for both CNO and APV to six firms identified as having qualifications in appraising for airport purposes.  Three written proposals were received: R.P. Laurain & Associates, National Valuation Consultants, Inc., and Southwest Appraisal Associates.  R.P. Laurain & Associates, Inc. was selected as they provided the best value and delivery time.  Purchasing supports this competitive procurement based on the informal quotes solicited.
