The County, however, has incurred costs resulting from this local emergency. These costs could potentially require the use of additional Discretionary General Funding. Should this occur, a future item will be submitted to the Board of Supervisors (Board) for approval.

BACKGROUND INFORMATION

Beginning on December 24, 2025, the start of an extreme weather event impacted various sections of the San Bernardino County (County) and Los Angeles County. This event produced conditions of peril to the safety of persons and property within the County, in the form of infrastructure damage from extreme weather.

Due to the extensive damage resulting from this weather event, on December 25, 2025, the Chief Executive Officer (CEO), while serving as the Director of Emergency Services, proclaimed the existence of a local emergency. On December 29, 2025 (Item No. 1) the Board ratified the action taken by the CEO.

On February 2, 2026, the U.S. Small Business Administration Office of Disaster Recovery and Resilience (SBA) notified the Office of Emergency Services (OES) that they were interested in establishing a space where residents impacted by the 2025 December Adverse Weather event could pick up disaster loan applications, receive application assistance, and turn in completed applications. Thereafter, SBA confirmed that they would be arriving on February 6, 2026. In an effort to provide this service to impacted residents, OES quickly partnered with the San Bernardino County Fire Protection District (SBCFPD) to house SBA at Fire Station No. 40 in Oak Hills. SBA then requested that the County enter into the Agreement with the SBA to provide this space for their staff to distribute information to our residents affected during the 2025 December Adverse Weather emergency. Therefore, the CEO executed the Agreement on February 10, 2026, and the Agreement was countersigned on February 12, 2026.

Pursuant to Government Code section 8630, subdivision (c), the Board shall review the need for continuing the local emergency at least once every 60 days until the Board terminates the local emergency.  Board approval of Recommendation No. 1 will continue the Local Emergency Proclamation related to the 2025 December Adverse Weather emergency for an additional period in accordance with Government Code section 8630, subdivision (c). The extension of the Local Emergency Proclamation allows the County to continue supporting recovery and mitigation efforts related to this local emergency.
