BACKGROUND INFORMATION
On March 11, 2025 (Item No. 51), the Board of Directors (Board) approved Capital Improvement Program (CIP) Project No. 25-167 in the amount of $121,120. This Project includes the removal and disposal of approximately 8,000 square feet of damaged siding, replacement of the substrate, and installation of new exterior vinyl siding to restore the building’s integrity and function, and to ensure the facilities meet current performance standards to provide a safe, efficient environment for safety personnel.
Following approval of the Project, PFMD and SBCFPD aligned the Project’s schedule and scope of work with the closely related Fire Station No. 26 Exterior Staircase and Deck Improvement project (WBSE 10.10.1616). To maximize operational efficiency and reduce impacts to the fire station, both projects were scheduled for concurrent execution. In consideration of seasonal weather conditions, commencement of construction for the Project was planned for Spring 2026.
Construction of the Project commenced on April 20, 2026, under the County’s Job Order Contract with SJD&B, Inc. (Contract No. 24-843). During construction, it was discovered that the front of the fire station experienced significant water intrusion, requiring replacement of the damaged substrate, installation of a new vapor barrier, and modifications to the roof and window assembly to properly address the source of the moisture intrusion before the new siding could be installed.
Approval of this budget adjustment will increase the Project budget to complete the unforeseen scope of work, ensuring that all vinyl siding is fully upgraded, code-compliant, and capable of supporting long-term operational needs without reliance on temporary or incremental solutions.
