FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding. The construction management services cost of $2,699,789.12 for the Baker Boulevard Over the Mojave River Bridge Replacement Project (Project) will be funded through a combination of federal Surface Transportation Block Grant program funds ($1,933,146.12) and state Trade Corridor Enhancement Program funds ($766,643). Sufficient appropriation and revenue are included in the Department’s 2026-27 Road Operations budget (6650002000 H14278) and will be included in future recommended budgets as necessary.

BACKGROUND INFORMATION

The Baker Boulevard Over the Mojave River Bridge Replacement Project (Project) will replace the existing two-lane timber bridge on Baker Boulevard over the Mojave River with a new four-lane structure near the unincorporated community of Baker and is currently in the pre-construction phase. The new bridge and roadway enhancements, including sidewalks, streetlights, and bridge barrier railings, will be constructed in accordance with applicable federal, state, and County structural, environmental, transportation, accessibility, and design and safety standards. Upon completion, the Project will not generate additional traffic volume or demand.

To ensure the Project is completed in compliance with contract requirements and without unnecessary delays, a contract for construction management services is necessary. Under the applicable funding requirements, the construction contract must be awarded by December 31, 2026, and construction must be completed by October 19, 2029. Construction of the Project is anticipated to begin in Winter 2026, with approximately 355 working days allocated for construction, followed by final accounting and project closeout. The proposed construction management services contract will extend from October 20, 2026, through October 19, 2031, to provide sufficient time for construction oversight and post-construction closeout activities. These services will oversee project execution, coordinate construction activities, and provide quality assurance, ensuring the timely and efficient completion of the scope of work.

Following a competitive bidding process, DCCM Infrastructure, Inc. (DCCM) was selected to provide construction management services for the Project.  The DCCM management team will be composed of a Senior Resident Engineer, Quality Assurance Manager, Claims Avoidance Analyst, Technical Advisor, Structures Representative, Construction Manager, Resident Engineer, Assistant Structural Representative, Construction Inspection Quality Assurance, Structural Inspectors, Roadway and Field Inspectors, and Labor Compliance Monitor, with support as needed from their Project Manager and other technical experts. The DCCM team is also assisted by their subconsultants in quality assurance, claim avoidance, surveying, environmental compliance, and inspections.

Under the recommended contract, DCCM will provide a comprehensive range of services including, but not limited to, construction management, bidding support, materials testing, inspections, survey staking, and environmental monitoring.

The contract is based on hourly rates for the personnel providing services and direct costs associated with the Project. The final contract cost will be determined by the actual hours worked and direct expenses needed, in an amount not to exceed $2,699,789.12.

PROCUREMENT

The County Administrative Office approved and authorized the release of Request for Proposal No. PWG126-LANDD-6010 (RFP) on September 8, 2025, to solicit proposals from interested and qualified agencies to provide construction management services for up to five years, or until Project completion.  The RFP was posted to the County’s Electronic Procurement System (ePro). The RFP was sent to 493 vendors who were registered in ePro.

The following addendum was issued during the bidding phase:

•                     Addendum No. 1: Proposal deadline extended; modified requirements, monitoring, reporting, and compliance services

On December 4, 2025, two proposals were received by the response deadline:

A selection committee comprised of four representatives from the Department reviewed the responding firms’ proposals and scored the proposals based upon the criteria outlined in the RFP. Following the evaluation process, the selection committee recommended awarding the construction management contract to DCCM, whose proposal received the highest ranking. No appeal/protest letters were received.
