FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Revenue Contract No. 23-1236 (Contract) amount of $432,000 is funded by Children’s Fund, Inc. (Children’s Fund). Adequate appropriation and revenue have been included in the Preschool Services Department (PSD) 2026-27 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION

Children’s Fund is a non-profit 501(c)(3) organization founded in 1986 and is the public/private partnership component between San Bernardino County (County) and Children’s Network, a governmental agency under Human Services whose role is to bring together all agencies within the county that serve children and facilitate collaboration and information.

The mission of Children’s Fund is to ensure that children up to age 18 and transitional-aged foster youth aged 18 to 25 who are at-risk of abuse, neglect, or abandonment receive adequate food, shelter, and clothing. Children’s Fund helps provide programs that match these populations to available resources and services through a comprehensive resource distribution network. Since its inception in 1986, Children’s Fund has supported at-risk children and youth throughout the county by providing resources, services, and assistance designed to address their individual needs and promote their well-being.

On November 14, 2023 (Item No. 48), the Board of Supervisors (Board) approved Contract No. 23-1236 with Children’s Fund to support at-risk children and provide youth supportive services through the Emergency Needs Voucher Program (Program) in the amount of $258,000, for the period of November 14, 2023 through October 31, 2026. This Contract allows PSD to administer the Program that refers at-risk children and youth for emergency goods and services. Emergency requests are paid for through vouchers to local designated vendors for specific items such as clothing, food, hygiene items, formula, and diapers.

On March 12, 2024 (Item No. 27), the Board approved Amendment No. 1 to Contract No. 23-1236 with Children’s Fund to amend the fiscal language, with no change to the total contract amount of $258,000 or the contract period of November 14, 2023 through October 31, 2026.

The recommended amendment supports the continuation of the Program by increasing the total contract amount by $174,000, from $258,000 to $432,000, and exercising the option to extend the contract for an additional two years, for a total contract period of November 14, 2023 through October 31, 2028.

PSD oversees, reviews, approves emergency needs vouchers, and reconciles monthly reports (i.e. use, dollar amount, and number of vouchers processed; monthly and year-to-date expenditures) to monitor compliance with administrative, program, and fiscal requirements of the contract and will provide copies of the reconciled reports to Children’s Fund on a monthly basis.
