Body

COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES

Operate in a Fiscally-Responsible and Business-Like Manner.

FINANCIAL IMPACT

Approval of this item will not require Discretionary General Funding (Net County Cost). The recommended amendments will increase the five contracts by a combined $810,126, from $947,382 to $1,757,508. Custodial services costs are reimbursed by County departments that occupy serviced facilities based on an average cost per-square-foot multiplied by the percentage of usable space occupied or, for County departments not charged a per-square-foot cost for custodial services, billed as requisition work.  Sufficient appropriation is included in the Project and Facilities Management Department (PFMD) 2026-27 budget (7303001000) and will be included in future recommended budgets.

BACKGROUND INFORMATION

PFMD is responsible for providing custodial services for County-owned and some leased facilities.  Due to the number of buildings that require service and the geographical size of the County, private custodial service providers are contracted to service certain locations throughout the County.

On November 25, 2025, as the result of Request for Proposals (RFP) No. FMD125-FM-5844 and FMD125-FM-5845, the Purchasing Department (Purchasing) approved the following three contracts with CCS Facility Services Oranage County, Inc. (CCS Facility) to provide custodial services for multiple locations, for the period of December 1, 2025 through October 31, 2026:

•                     Contract No. 4400029405 in the amount of $198,792

•                     Contract No. 4400029408 in the amount of $184,019

•                     Contract No. 4400029519 in the amount of $183,579.

Also on November 25, 2025, as the result of RFP No. FMD125-FM-5855, Purchasing approved Contract No. 4400029415 (Victorville and Hesperia) with Santa Fe Janitorial Maintenance Service, Inc. (Santa Fe) to provide custodial services for multiple locations, in the amount of $188,518, for a contract term of December 1, 2025 through October 31, 2026.

On December 12, 2025, as the result of RFP No. FMD125-FM-5865, Purchasing approved Contract No. 4400029481 (Lucerne and Apple Valley) with Santa Fe to provide custodial services for multiple locations, in the amount of $192,474, for a contract term of February 1, 2026 through October 31, 2026.

On April 3, 2026, PFMD released RFP No. FMD126-FM-6059, 6060, and 6061 through the San Bernardino County Electronic Procurement Network. After further evaluation of the solicitation requirements and procurement approach, PFMD determined that cancellation of the RFP was in the County’s best interest and the RFP was cancelled on September 23, 2026.  PFMD will revise the solicitation, as appropriate, and initiate a new RFP.  As a result of this cancelled RFP, PFMD is recommending extending the current contracts with CCS Facility and Santa Fe by nine months to allow sufficient time for the revised solicitation.

Approval of this item to extend the above contracts will enable PFMD to provide uninterrupted custodial services to multiple locations from December 1, 2026 through July 31, 2027 while PFMD seeks new contracts through a new competitive RFP process.

PROCUREMENT

Approval of this item will give PFMD sufficient time to release a new RFP and evaluate bidders to establish new five-year contracts. Purchasing concurs with the recommendation as additional time is needed to properly complete a competitive RFP process.
