FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $40,580,650, for Full-Service Partnership (FSP) program services is funded through Behavioral Health Services Act (BHSA) funding. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2026-27 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION

DBH is responsible for providing mental health and substance use disorder (SUD) services to San Bernardino County (County) residents experiencing severe mental illness and/or SUD. FSP services are designated to address chronic behavioral health conditions by providing a full spectrum of community and mental health services to support a client’s recovery, wellness, and resilience.

The FSP program is founded on a “whatever it takes” approach to support individuals on their path to wellness and recovery, with the long-term goal of reducing repeated use of intensive and acute psychiatric services. FSP integrates community-based behavioral health treatment with housing, vocational, peer support, and case management services. FSP provides 24/7 access to an interdisciplinary team of behavioral health professionals and peer advocates. Services include crisis intervention and stabilization, behavioral health assessments, therapy, psychosocial rehabilitation, family education, peer support, referrals and linkages, employment and education support, and other recovery-focused services. Evidence-based practices and treatment models are used to address behavioral health needs through a comprehensive, integrated approach.

The contractors will provide these services as required by BHSA and implement Intensive Case Management (ICM) services through evidence-based and recovery-oriented practices. The contractors listed in the Recommendation, in collaboration with DBH, will provide services for adults 18 and older. ICM serves as a standardized step-down level of care from Assertive Community Treatment services, where clients at this level require specialized care and struggle with traditional outpatient services. The Level of Care Utilization System is used to assess and determine the appropriate level of care. Upon approval of the recommended contracts, DBH anticipates the contractors to provide FSP outpatient services to approximately 1,120 clients throughout the 5-year term.

The recommended contract with Kings View includes the following non-standard term that deviates from the standard County contract:

1.                      The contract does not require Kings View to fully indemnify the County, as required by Policies 11-05 and 11-07.

•                     The County standard contract indemnity provision requires the contractor to indemnify, defend, and hold County harmless from all claims for any cause arising out of the acts, errors or omissions of any person.

•                     Potential Impact:  Kings View is not required to defend, indemnify or hold the County harmless from all claims.  If the County is sued for a claim outside the scope of the indemnification provision, then the County may be solely liable for the costs of defense and damages.

Performance measures for FSP contracts focus on tracking service quality, timeliness, accessibility, and outcomes to ensure providers meet established standards. Contractors are required to submit regular reporting such as monthly service logs, outcome data, fiscal reports, and compliance documentation, which allows the department to monitor progress and identify trends or concerns. Accountability is further maintained through audits, contract monitoring, site visits, and corrective action plans, as needed. These measures promote transparency, continuous improvement, and the delivery of effective, high-quality behavioral health services.

PROCUREMENT

On March 10, 2026, the County Administrative Office approved and authorized the release of a Request for Proposals (RFP), RFP 25-106A, #DBHE26-ADMN-6240, to solicit qualified and experienced organizations to provide ICM services. The RFP was publicly advertised in local newspapers and sent through direct mailings to more than 573 community-based organizations, service providers, and other interested parties.

The proposer’s conference for FSP was held on Tuesday, March 24, 2026. A total of nine proposals were received and of those nine proposals, eight proceeded to the evaluation phase.

The evaluation committee, comprised of five individuals with representation from DBH, Community Outpatient Services, Homeless Projects for Assistance in the Transition from Homelessness, Innovative Remote Onsite Assistance Delivery, and Office of Homeless Services, evaluated the proposals based on the criteria referenced in the RFP. The criteria included, but were not limited to, the following: demonstrated ability to serve the target population, ability to provide required services, demonstrated ability to serve the number of unduplicated participants, readiness to provide services, experience, staffing levels and qualifications, appropriate facilities, and ability to provide services in the specified geographic area.

Based on the evaluation results of the proposals, Kings View, Pacific Clinics, and Telecare were selected to be recommended for award. Upon approval, Kings View will provide FSP services to patients throughout Morongo Basin, Mountain Region, East Valley Region, West Valley Region, and High Desert Region; Pacific Clinics will provide FSP services in the High Desert, and Morongo Basin; and Telecare will provide FSP services in the East and West Valley Region and High Desert Region.

Award and denial letters were sent out to all proposers on September 17, 2026. One written protest was received, reviewed, and denied.

Step Up on Second, Inc. (SUOS) is the current provider for all five geographic regions and currently serves approximately 592 clients. These clients will need to be transitioned to the new providers beginning November 1, 2026, and continue throughout SUOS’s (Contract No. 21-439) contract sunset date of December 31, 2026. DBH will work with Kings View, Pacific Clinics, and Telecare to ensure timely notification and transition of clients within their respective regions prior to SUOS’s contract expiration date.

The Purchasing Department supports this competitive procurement based on the formal solicitation completed by DBH.
