FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The recommended Resolution will conditionally commit $28 million from the Foster Youth Campus Reserve toward the Legacy Village Housing and Community Development Project (Legacy Village), with $24 million allocated to the affordable housing and community-serving component to be developed by Jamboree Housing Corporation (Jamboree), and $4 million allocated to the workforce and student housing component to be developed by The Annex Group LLC (Annex).

BACKGROUND INFORMATION

The Community Development and Housing Department (CDH) administers housing and community development programs that expand access to affordable housing, support neighborhood revitalization, and promote long-term housing stability for residents throughout the County. CDH works with public agencies, nonprofit organizations, housing developers, and community stakeholders to identify resources and advance projects that address local housing needs and strengthen communities.

Consistent with these efforts, CDH, in collaboration with the Department of Behavioral Health and Office of Homeless Services, is working with Jamboree, Annex, and the San Bernardino Community College District (SBCCD) to support the development of Legacy Village. The proposed mixed-use and mixed-income community would be developed on SBCCD-owned property adjacent to San Bernardino Valley College (SBVC) and is envisioned as an integrated community that combines affordable, workforce, and student housing with education, workforce development, community-serving uses, and supportive services.

Based on the current development concept, Legacy Village would include 88 income-restricted affordable housing units, 180 workforce housing units intended to serve working households, and 461 student housing beds, along with approximately 9,100 square feet of flexible and food access space and 9,280 square feet of conference and community-serving space. Jamboree is anticipated to develop the affordable housing and community-serving component, which includes a target of 20 units integrated throughout the development for Transitional Age Youth (TAY), while Annex is anticipated to develop the workforce and student housing components.

Legacy Village is intended to integrate housing with education, workforce development, health and behavioral health services, and other resources that promote housing stability, educational attainment, and economic mobility. Its location adjacent to SBVC would provide residents with direct connections to career education, workforce training, and academic pathways while improving access to childcare, healthcare, and other supportive services. The development is also planned to include community gathering areas, green space, and physical connections between Legacy Village, SBVC, and the surrounding community. Together, these elements are intended to reduce barriers to education and employment and provide pathways toward greater housing stability and economic mobility.

Legacy Village presents an opportunity to create an innovative, community-centered development that connects housing, education, employment, and supportive services in a single setting. The development would complement SBCCD’s broader plans to support neighborhood revitalization and create opportunities for additional economic activity and investment in the surrounding area. Through coordinated planning and public-private partnerships, Legacy Village has the potential to serve as a model for connecting housing with education, workforce development, and economic opportunity.

On June 18, 2026, representatives from the County, Jamboree, Annex, and SBCCD (Partners) participated in a strategic working session to further define Legacy Village’s goals, priority populations, service model, design considerations, and potential County participation. Participants identified former foster youth, TAY, and families as priority populations and emphasized student retention, homelessness prevention, workforce readiness, educational advancement, wellness, and coordinated wraparound services. Through subsequent planning discussions, the Partners further refined the integrated housing model, financing structure, and community-serving components of the development.

Current financing plans total approximately $51.7 million for Jamboree’s affordable housing and community-serving component and $207.5 million for Annex’s workforce and student housing component. Financing is expected to include a combination of federal tax credit equity, permanent financing, bond proceeds, SBCCD financing, construction fund interest, deferred developer fees, and County participation. The Jamboree and Annex development teams have requested a County commitment of $28 million, consisting of $24 million for the affordable housing and community-serving component and $4 million for the workforce and student housing component.

Adoption of the recommended Resolution will demonstrate the Board of Supervisor’s (Board) support for Legacy Village and the County’s collaboration with Jamboree, Annex, and SBCCD in advancing the development by conditionally committing $28 million from the Foster Youth Campus Reserve to support the affordable, workforce, and student housing components of the development. The County’s commitment is intended to support the financing and development of Legacy Village and leverage other public and private funding sources. The Resolution does not authorize the disbursement of County funds. The conditional commitment is subject to compliance with applicable laws, Board approval of the applicable funding and regulatory agreements and related documents, and satisfaction of all funding conditions. CDH staff will return to the Board for consideration and approval of the applicable funding agreements and any necessary budget actions before County funds are expended.
