BACKGROUND INFORMATION
On June 11, 2024 (Item No. 110), the Board of Supervisors (Board) approved Capital Improvement Program (CIP) Project No. 25-005 in the amount of $412,534. This Project includes the demolition and replacement of the existing 25-year-old exterior staircase and deck. Because the Project involves replacing an aging structure with limited information regarding existing conditions, the design team was required to make assumptions concerning the existing footings, building connections, backing, and structural steel member sizing during the design phase.
Following multiple delays due to mountain region fires, design changes, and coordination with other related projects at Fire Station No. 26, construction of the Project began on May 1, 2026, under the County’s Job Order Contract with SJD&B, Inc. (Contract No. 24-843). As construction progressed, several unforeseen conditions related to the original construction design were also identified, including conditions involving the existing footings, building connections, backing, and structural steel member sizes that must meet minimum building codes. In addition, the original work scope did not fully account for the building code-required third-party special inspections necessary for this type of steel installation. These unforeseen conditions resulted in additional work that was outside the original Project scope and design, necessitating change orders.
Additionally, the original Project budget did not account for the level of third-party special inspections required for a structural steel project of this complexity. Pursuant to California Building Code sections 1705, 1705.2, and 1705.3, special inspections are required to verify compliance with the approved plans, project specifications, and applicable building code requirements. Inspections shall include, but are not limited to, concrete placement, grout installation, structural welding, steel construction, concrete construction, and other required structural elements and activities. These inspection services represent a significant project cost that was not fully captured in the original budget.
Approval of this budget adjustment will increase the Project budget to complete the unforeseen scope of work, including engineering revisions and associated change orders, as well as code-required third-party special inspections, such as concrete placement, grout installation, structural welding, and other required inspections. This will ensure the structure’s longevity, address safety concerns, and enhance the overall functionality of the space.
