BACKGROUND INFORMATION

The Project consists of demolition of the existing two-lane 22-span simple supported stringer timber bridge and its replacement with a four-lane 10 span cast-in-place reinforced concrete slab structure founded on cast-in-drilled hole piles, along with roadway approach modifications - including inclusion of bridge approach slabs, curb, gutter and sidewalk improvements, highway lighting, channel rock slope lining, storm drains, erosion control and other appurtenant work thereto.

On April 29, 2025 (Item No. 54), the Board of Supervisors (Board) approved the Mitigated Negative Declaration for the Project pursuant to the California Environmental Quality Act.

This Project will have a ten percent contingency fund of $2,322,594 to compensate the contractor for verified quantity overruns, as well as changes in the contract under certain circumstances.  Under an established formula based on the contract amount, Public Contract Code section 20142 allows the Board to authorize the Director of Public Works to order changes in the contract, including for unforeseen conditions or design shortfalls, should they become necessary in the future, for a total amount not to exceed $210,000 of the $2,322,594 contingency fund.

Following Board of Supervisors’ (Board) approval of this item, construction is anticipated to commence in December 2026 and be completed by June 2028, with  355 working days from the date of issuance of the Notice to Proceed for the Baker Boulevard Over the Mojave River Bridge Replacement Project in the Baker Area. Under the applicable funding requirements, construction must be completed by October 19, 2029.
