RECOMMENDATION(S)
Recommendation
1. Accept grant award (Grant Award No. TEA33-25-0002) from the California Department of Resources Recycling and Recovery, for the 2026-27 Local Government Waste Tire Enforcement Grant, for the inspection of waste tire generating businesses and enforcement activities related to the handling and disposal of waste tires, in the amount of $650,000 for the period June 30, 2026, through September 30, 2027.
2. Direct the Code Enforcement Division Chief for the Land Use Services Department to transmit the fully executed grant award agreement, and any subsequent amendments per the authority granted in Resolution No. 2023-42, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The grant award in the amount of $650,000 from the California Department of Resources Recycling and Recovery (CalRecycle) for the Local Government Waste Tire Enforcement Grant Program (Grant) does not require local matching funds. Adequate appropriation and revenue will be included in the Land Use Services Department (LUS), Code Enforcement Division’s (Code Enforcement) 2026-27 recommended budget and in future recommended budgets.
BACKGROUND INFORMATION
On April 11, 2023 (Item No. 30), the Board of Supervisors (Board) adopted Resolution No. 2023-42 (Resolution), authorizing the Code Enforcement Division Chief of LUS to execute all California Department of Resources Recycling and Recovery (CalRecycle) Tire Amnesty, Cleanup, and Enforcement grant documents, including but not limited to, applications, agreements, any subsequent amendments, requests for payment, and final report, necessary to secure grant funds and implement the approved grant project for a period of five years from April 11, 2023 to April 11, 2028. In accordance with this Resolution, LUS applied for and received an award in the amount of $650,000 from CalRecycle’s 2026-27 Local Government Waste Tire Enforcement Grant (Grant Award No. TEA33-25-0002) for the period of June 30, 2026, through September 30, 2027. This will be the ninth year that LUS has received funding for this specific grant. CalRecycle informed LUS of the award on February 18, 2026.
Per County Policy 05-13, LUS seeks Board acceptance of this grant award and approval of the grant award agreement. Per the Resolution, the Code Enforcement Division Chief of LUS is authorized to execute the grant award agreement. The fully executed agreement will be transmitted to the Clerk of the Board within 30 days of execution.
These grant funds allow LUS to conduct periodic inspections of waste tire generating businesses and other collection facilities and perform enforcement activities, including education outreach, related to the safe handling and disposal of waste tires throughout the County’s unincorporated areas ensuring compliance with all applicable laws and regulations. Illegal dumping or the disposal of waste tires in public or private land or water without a license, permit or approval are chronic problems in the County, particularly in the desert areas. The aforementioned code enforcement activities, along with increased surveillance, funded by these grant funds will contribute to the reduction and prevention of these chronic problems and encourage compliance with state regulations.
