Recommendation

Approve Amendment No. 1 to Revenue Contract No. 23-1236 with Children’s Fund, Inc., to amend the fiscal language, with no change to the contract period of November 14, 2023, through October 31, 2026, or the total contract amount of $258,000.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The Revenue Contract No. 23-1236 (Contract) amount of $258,000 is funded by Children’s Fund, Inc. (Children’s Fund). Adequate appropriation and revenue have been included in the Preschool Services Department (PSD) 2023-24 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Children’s Fund is a non-profit 501(c) (3) organization founded in 1986 and is the public/private partnership component between San Bernardino County (County) and Children’s Network, a governmental agency under Human Services (HS) whose role is to bring together all agencies within the County that serve children and facilitate collaboration and information. 

 

The mission of Children’s Fund is to ensure that children up to age 18 and transitional-aged foster youth aged 18 to 25 who are at-risk of abuse, neglect or abandonment receive adequate food, shelter, and clothing. Children’s Fund helps provide programs that match these populations to available resources and services through a comprehensive resource distribution network. Since its inception in 1986, Children’s Fund has provided more than 1,700,000 services in the county through programs designed to meet the specific needs of at-risk children and youth.

 

On November 14, 2023 (Item No. 48), the Board of Supervisors (Board) approved the Contract with Children’s Fund to support at-risk children and provide youth supportive services through the Emergency Needs Voucher Program in the amount of $258,000, for the period of November 14, 2023, through October 31, 2026. This Contract allows PSD to administer an Emergency Needs Voucher Program that refers at-risk children and youth for emergency goods and services. Emergency requests are paid for through vouchers to local designated vendors for specific items such as clothing, food, hygiene items, formula, and diapers.

 

The recommended amendment updates the fiscal language to specify that up to $19,200 of the $258,000 may be used to cover administrative fees charged by HS Auditing for voucher payment processing.  Any unused portion of the $19,200 will be used for additional Emergency Needs Vouchers as needed.

 

PSD will oversee, review, and approve emergency needs vouchers, and reconcile monthly reports (i.e., use, dollar amount, and number of vouchers processed; monthly and year-to-date expenditures) to monitor compliance with administrative, program, and fiscal requirements of the PSD will provide copies of the reconciled reports to Children’s Fund monthly.
