Recommendation
Approve Amendment No. 1 to Contract No. 4400027236 with Wonderland of Choices Premier Services for specialized care, increasing the aggregate not to exceed amount from $200,000 to $434,000, and extending the term for one additional year, for the total period of August 1, 2024 through June 30, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost of $434,000 for specialized care will be funded through existing Youthful Offender Block Grant (YOBG) revenue. Adequate appropriation and revenue have been included in the Probation Department’s (Probation) 2025-26 recommended budget.
BACKGROUND INFORMATION
On January 16, 2025, the Purchasing Agent approved Contract No. 4400027236 with Wonderland of Choices Premier Services, a state licensed facility, for the provision of specialized care under the Lanternman Developmental Disabilities Services Act (Lanternman Act) for youth with disabilities for the period of August 1, 2024 through June 30, 2025. Thereafter, Probation issued purchase orders up to the Purchasing Agent’s authority of $200,000 per year. However, the youth in Probation’s custody continues to require specialty care, subject to full adjudication of the youth’s case.
Probation anticipates that the Purchasing Agent’s authority will be exceeded and therefore requests approval by the Board of Supervisors (Board) to increase the contract amount by $234,000 for an aggregate not-to-exceed amount of $434,000 and to extend the term for one year through June 30, 2026.
Probation recommends approval of Amendment No. 1 to ensure continued provision of specialized care. This includes supervision 24 hours a day, seven days a week, prescription medication, psychological and medical services, and compliance with mandated service requirements.
PROCUREMENT
The Purchasing Department continues to support this non-competitive procurement based on Government mandated/legally required services per the Lanternman Act for youth with developmental disabilities.
