Accept amended grant award, Amendment No. 1 to County Contract No. 20-40 (Award No. 6 H76HA00154-29-01), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Ryan White HIV/AIDS Program Part C HIV Early Intervention Services Program: Existing Geographic Services Areas program, increasing the award amount by $327,467, from $112,290 to 439,757, for the grant period of January 1, 2020 through December 31, 2020.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The amended grant award in the amount of $327,467 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Ryan White HIV/AIDS Program Part C HIV Early Intervention Services Program: Existing Geographic Services Areas (Ryan White Part C EIS) program does not require a match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2019-20 budget and will be included in the 2020-21 recommended budget.

 

BACKGROUND INFORMATION

Ryan White Part C EIS program services include comprehensive HIV primary care services, including medical case management, mental health and substance abuse screening and referral, oral health care services referral, and specialty health services referral.  DPH will use the funding to continue to meet their goal of engaging and maintaining an estimated 200 persons living with HIV/AIDS in high-quality, client-centered comprehensive continuum of primary medical care to maximize health outcomes in this population, reduce disparities of care, and reduce the transmission of HIV.

 

On January 28, 2020 (Item No. 27), the Board of Supervisors (Board) approved the grant award (Award No. 5 H76HA00154-29-00) from HRSA for the Ryan White Part C EIS program in the amount of $112,290, for the grant period of January 1, 2020 through December 31, 2020.  In addition, this item authorized the Chairman of the Board, Chief Executive Officer, or the DPH Director to submit any subsequent non-substantive amendments to the grant award on behalf of the County, subject to review by County Counsel.

 

On April 3, 2020, DPH received the amended grant award (Award No. 6 H76HA00154-29-01) from HRSA for the Ryan White Part C EIS program, for additional funding in the amount of $327,467, for the grant period of January 1, 2020 through December 31, 2020.  The item is being presented at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews.  Approval by the Board on this date will have no impact on DPH’s Ryan White Part C EIS program services or activities.
