RECOMMENDATION(S)

Recommendation

1.                     Accept and approve grant agreement (Grant Agreement No. 22-10792) from the California Department of Public Health for HIV Surveillance and Prevention funds to implement the Enhanced Integration project, in the amount of $697,132, for the grant period of January 1, 2023 through December 31, 2023.

2.                     Designate the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept any subsequent non-substantive amendments to the HIV Surveillance and Prevention Grant Agreement No. 22-10792, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the Integrated HIV Surveillance and Prevention Grant Agreement No. 22-10792 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The California Department of Public Health (State) does not require a match for the HIV Surveillance and Prevention funds.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2022-23 budget and will be included in the 2023-24 recommended budget. 

 

BACKGROUND INFORMATION

DPH has received HIV program funding since 1985 to educate on HIV prevention and provide better treatment for HIV positive people.  DPH will use the HIV Surveillance and Prevention grant award to implement the Enhanced Integration project, which must be used for evidence-based public health activities to address HIV prevention within the County’s local health jurisdiction.  DPH’s project activities and services will include HIV counseling and testing, Hepatitis C testing, Pre-Exposure Prophylaxis (PrEP) and Post Exposure Prophylaxis (PEP) navigation services, Prevention with Positives education in clinical settings, Partner Services, linking HIV positive persons to treatment and care systems, and increased HIV Prevention and support services for people who use drugs.

 

The State allocates funds to local health jurisdictions to provide HIV Surveillance and Prevention services based on the number of diagnosed people living with HIV in its jurisdiction.  The HIV Surveillance and Prevention funding for health departments will assist in the progress toward a goal of no new infection through two central priorities: 1) Ensure that all people living with HIV are aware of their infection and successfully linked to medical care and treatment to achieve viral suppression; and 2) Expand access to pre-exposure prophylaxis, condoms, and other proven HIV prevention strategies for people at high risk of becoming infected.

 

On February 6, 2023, DPH received the grant agreement from the State for HIV Surveillance and Prevention funds, in the amount of $697,132, for the grant period of January 1, 2023 through December 31, 2023.  This item is being presented to the Board of Supervisors (Board) at this time, as this is the first date available following the required operational, fiscal, and legal reviews.  Approval by the Board on this date will have no impact on DPH’s services or activities.
