RECOMMENDATION(S)

Recommendation

1.                     Accept allocation (Award No. 24-HCV29) from the California Department of Public Health, Sexually Transmitted Diseases Control Branch for the Hepatitis C Virus Prevention and Collaboration Program, in the amount of $1,154,705, for a four-year period of July 1, 2024 through June 30, 2028.

2.                     Authorize the Chief Executive Officer or the Director of the Department of Public Health to accept and execute any subsequent non-substantive amendments and documents for the period of July 1, 2024 through June 30, 2028, in relation to the Hepatitis C Virus Prevention and Collaboration Program (Award No. 24-HCV29), subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit all non-substantive amendments for the Hepatitis C Virus Prevention and Collaboration Program (Award No. 24-HCV29), to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The allocation in the amount of $1,154,705 from the California Department of Public Health (CDPH) Sexually Transmitted Diseases Control Branch for Hepatitis C Virus Prevention and Collaboration Program (Grant) does not require a match. The Department of Public Health (DPH) has received this Grant funding since 2020. Adequate appropriation and revenue will be included in the DPH 2024-25 Recommended Budget and future recommended budgets.

 

BACKGROUND INFORMATION

CDPH has provided Hepatitis C Virus (HCV) Grant funding to local health jurisdictions to provide public education and outreach programs to raise HCV awareness in high-risk groups. DPH will utilize the Grant funding to continue current HCV public health activities related to monitoring, prevention, testing, and linkage to treatment for vulnerable and underserved individuals living with, or at high risk for HCV infection. Services are provided through DPH’s Federally Qualified Health Centers (FQHCs) throughout the County.

 

On March 29, 2024, DPH received the allocation notice (Award No. 24-HCV29) from CDPH, in the amount of $1,154,705, for the four-year period of July 1, 2024 through June 30, 2028. Grant payments are made annually in the amount of $288,676. DPH is required to submit an annual work plan and a budget for 2024-25 with the acceptance of award and will submit future work plans and budgets annually for the duration of the allocation.
