RECOMMENDATION(S)

Recommendation

1.                     Find that the Mojave Narrows Regional Park Dry Campsite Path of Travel Project in Victorville is exempt under the California Environmental Quality Act Guidelines, Section 15301(c)(d), Class 1, Existing Facilities and Section 15303(e), Class 3, New Construction or Conversion of Small Structures.

2.                     Approve plans and specifications for the Mojave Narrows Regional Park Dry Campsite Path of Travel Project located at 18000 Yates Road in Victorville.

3.                     Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for Phase II of the Mojave Narrows Regional Park Dry Campsite Path of Travel Project.

4.                     Direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption for the Mojave Narrows Regional Park Dry Campsite Path of Travel Project as required under the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of the bid documents and the solicitation of competitive bids will not result in the use of additional Discretionary General Funding (Net County Cost). The Mojave Narrows Regional Park Dry Campsite Path of Travel Project (Project) (WBSE 10.10.1402), with a total budget of $803,782, consists of two construction phases.  Phase I, for accessible campsites, is funded in the amount of $410,253 from the Community Development Block Grant (CDBG) Program, and construction of Phase II for a new accessible bathroom and shower, is funded in the amount of $393,529 from the Community Service Upgrades Reserves. The Project was approved by the Board of Supervisors (Board) on September 13, 2022 (Item No. 60), as part of the 2022-23 Capital Improvement Program (CIP) Project No. 23-095 budget. 

 

BACKGROUND INFORMATION

Approval of this item will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project located in Mojave Narrows Regional Park in Victorville.  The Project will construct a new prefabricated restroom and shower facility, an Americans with Disabilities Act (ADA) compliant drinking fountain, ADA parking and crosswalk, and all associated grading and utilities installation.

 

The nearest ADA restroom and showers for Mojave Narrows Regional Park Dry Campsite (Dry Camp) campers are more than 1,500 feet away and located in the recreational vehicle (RV) camp site with no accessible path of travel for members of the public with disabilities who may be camping in the Dry Camp location. The members of the public requiring accessibility would have to enter vehicle roadways as there is no stable and even walkway to the restroom at the RV site. The distance to the nearest accessible restroom presents a hardship for campers. The Project would mitigate accessibility challenges and safety issues by providing accessible restrooms, showers, and a path of travel in the Dry Camp area.

 

Phase I of the Project was completed in April 2023 using the Job Order Contracting Program. Under Phase I, PFMD constructed two ADA accessible campsites including picnic tables, grills, fire pits, water/recycling receptacle, fencing, parking, and signage. 

 

It is recommended the Board determine the Project to be categorically exempt under California Environmental Quality Act (CEQA) Guidelines, (Title 14, California Code of Regulations) Section 15301(c)(d), Class1, minor alteration of existing public facilities, streets, and sidewalks involving negligible or no expansion of existing use and Section 15303(e), Class 3, construction of new, small facilities and accessory structures.

 

The Phase II conversion of two existing dry camp sites into two ADA accessible campsites, path of travel, parking, and the construction of a new ADA accessible restroom and shower facility is consistent with Class 1 and Class 3 exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.

 

This Project is consistent with County Administrative Office approved CIP Project No. 23-095.

 

PROCUREMENT

PFMD will advertise for competitive bids for the Project on September 15, 2023. A mandatory Pre-bid meeting for prospective bidders is scheduled for September 26, 2023, at 11:00 a.m. at Mojave Narrows Regional Park, 18000 Yates Road in Victorville, at the proposed Project site. The bid opening is scheduled for October 25, 2023, at 10:00 a.m. at PFMD.

 

Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
