Recommendation
Approve the purchase of two automatic scrubbers, for an estimated amount of $23,174, as unbudgeted fixed assets to support the Regional Occupational Program’s Custodial Program at the County’s detention centers.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The estimated total cost for the two automatic scrubbers is $23,174 and will be funded by the Sheriff/Coroner/Public Administrator’s (Department) Inmate Welfare Trust Fund (IWF) (4420005167), as approved by the Inmate Welfare Committee on July 31, 2024. The Inmate IWF is separate from the Department’s annual operating budget and, as such, expenditures related to it are not included in the County’s budget. Penal Code Section 4025, subsection (e) gives the Sheriff, operating through the Inmate Welfare Committee, discretion over how funds are expended from the IWF.
BACKGROUND INFORMATION
The Department has been partnering with the San Bernardino County Superintendent of Schools to provide vocational training programs at the County’s detention facilities, through the Regional Occupation Program (ROP). The Custodial Program (Program) is one of the programs offered through ROP.
The Program is currently available at the Glen Helen Rehabilitation Center and West Valley Detention Center. The Department is requesting authorization to purchase two automatic scrubbers to support an expansion of the Program facilitated by ROP to the High Desert Detention Center and the Central Detention Center.
The new scrubbers will ensure inmates attending the Custodial Occupation Course receive focused occupational training in the custodial field, that includes hands on practical application-based training on how to operate, maintain and troubleshoot the custodial equipment. The training further benefits inmates by providing them with the necessary skills and experience to seek gainful employment after they are released from custody.
PROCUREMENT
Procurement of the two automatic scrubbers will be completed through a competitive process in accordance with the County’s procurement procedures.
County Policy 11-04 requires that unbudgeted fixed assets with a $10,000 unit value or more, be approved by the Board of Supervisors.
