Recommendation

Approve Amendment No. 3 to Contract No. 18-206 with San Diego State University Research Foundation to provide Social Worker Training for Children and Family Services, updating contract language, exercising the second one-year extension option, and increasing the contract amount by $2,407,261, from $8,504,956 to $10,912,217, for the total contract period of July 1, 2018 through June 30, 2023.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The increase of $2,407,261 will be funded through the Child Welfare Services Allocation, which is 50% Federal ($1,203,630) and 50% Realignment ($1,203,631). Adequate appropriation and revenue will be included in the Human Services Administrative Claim 2022-23 recommended budget.

 

BACKGROUND INFORMATION

The recommended amendment with San Diego State University Research Foundation (SDSURF) will increase and extend training services through June 30, 2023. The amendment will also update the contract language and revise the budget and scope of work attachments related to the additional new Cultural Responsiveness courses. SDSURF will continue to provide training courses to Children and Family Services (CFS) Social Workers through their Child Welfare Development Services (CWDS) Academy. Established in 1996, CWDS, formerly known as Public Child Welfare Training Academy, is one of five State of California regional training academies for social workers.  CWDS is the only State-approved provider for San Bernardino County.

 

CWDS works in partnership with California Social Work Education and the California Department of Social Services to provide mandated, culturally relevant, practice-based training to Social Workers. Common Core Training is the approved standardized statewide training curriculum provided by SDSURF through CWDS. The purpose of Common Core Training is to achieve consistency, equity, and excellence in child welfare services through the application of evidence-based practices for social workers who serve children and families in California.

 

SDSURF provides advanced training for social workers and practitioners in Safety Organized Practice (SOP), a holistic approach to collaborative teamwork in child welfare that seeks to build and strengthen partnerships between families, the families’ informal support network, and the child welfare agency. SOP training is provided to CFS Social Workers, Social Service Practitioners, Supervisors and Managers, to ensure they have the most up-to-date training to meet the needs of San Bernardino County residents.

 

SDSURF also provides integrated training on cultural responsiveness to support staff, child welfare staff, Social Workers, Supervisors, Managers and Deputy Directors through their Cultural Awareness Academy (Academy). The purpose of the Academy is to improve cultural awareness, knowledge and skills of staff providing services in the County’s Child Welfare programs bringing awareness to the impacts of unintentional bias based upon misunderstanding of cultural behaviors. This training includes three separate year-long tracks tailored to different levels of the workforce. CWDS also provides coaching services, advanced simulation trainings, training for trainers, and practicums.

 

CWDS provides workforce development including training, coaching, technical assistance, and implementation planning expertise to meet the organizational and workforce demands of the Southern Region counties (Imperial, Orange, Riverside, San Bernardino and San Diego). CWDS provides mandated and required child welfare training through an agreement with the State and the Child Welfare Director’s Association. CFS has contracted with SDSURF to provide child welfare training under Board of Supervisors’ (Board) approved contracts since 2013.

 

On May 1, 2018 (Item No. 22), the Board approved non-competitive Contract No. 18-206 with SDSURF to provide Social Worker Training, in the amount of $6,181,644 for the period of July 1, 2018 through June 30, 2021, with two one-year extension options upon mutual agreement by both parties. The Purchasing Department concurred with the non-competitive justification due to SDSURF’s specialized credentials and status as the sole source provider for San Bernardino County.

 

On December 17, 2019 (Item No. 19), the Board approved Amendment No. 1 to Contract No. 18-206 with SDSURF, updating contract language and increasing the contract amount by $308,785, from $6,181,644 to $6,490,429, with no change to the contract period of July 1, 2018 through June 30, 2021.

 

On April 20, 2021 (Item No. 23), the Board approved Amendment 2 to Contract No. 18-206 updating contract language and increasing the contract amount by $2,014,527 from $6,490,429 to 8,504,956, and extending the contract period one year, for the total contract period of July 1, 2018 through June 30, 2022.

 

SDSURF’s performance is monitored by review of monthly reports and annual audits to ensure compliance with the administrative, program, and fiscal terms and conditions of the contract. SDSURF will cooperate with the County in the implementation, monitoring, and evaluation of this contract and comply with all reporting requirements established by the contract. The County reserves the right to request additional program and/or fiscal reports to facilitate this monthly review. The contract may be terminated without cause by the County with 30 days’ written notice.
