FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Sufficient appropriation has been included in the Sheriff/Coroner/Public Administrator’s (Department) 2024-25 budget (4430001000) for the purchase of the 2025 Chevrolet Malibu LX sedans (Chevrolet Malibu) in the amount of $504,000.
BACKGROUND INFORMATION
The Department’s Automotive Division acquires a combination of sedans, utility vehicles, prisoner transport vans, undercover vehicles, and off-highway vehicles for safety operations and is responsible for monitoring all the vehicles in the Department’s fleet, including maintenance and repairs.
Approval of this item will authorize the Purchasing Agent to issue a non-competitive Purchase Order to Soares Automotive, Inc., dba Victorville Chevrolet (Victorville Chevrolet) for the purchase of 18 2025 Chevrolet Malibus in an amount not to exceed $504,000.
PROCUREMENT
Since 2022, the Department’s fleet of non-patrol vehicles has included the Chevrolet Malibu based on lower cost and operational needs. General Motors, the manufacturer of the Chevrolet Malibu, is no longer accepting orders for the 2025 model year, as the vehicle model is being discontinued after the current production is completed.
The Department sought bids from several Chevrolet dealers, however, there is extremely limited availability for fleet purchases, vehicles are unable to be held for a long timeframe; and many dealers have no stock of the Chevrolet Malibu. Victorville Chevrolet, a local County business, can provide 18 Chevrolet Malibus, which will fulfill the Department’s current need.
Due to the limited stock availability of the Chevrolet Malibu, and the short time frame in which the Department needs to acquire the vehicles, the Department is requesting authorization for the Purchasing Agent to issue a non-competitive Purchase Order to Victorville Chevrolet.
County Policy 11-04, Procurement of Goods, Supplies, Equipment, and Services, requires the Department to seek Board approval for non-competitive purchases of goods in excess of $200,000 annually.
