RECOMMENDATION(S)
Recommendation
1. Authorize the purchase of six unbudgeted Mobile Light Towers to be used for event lighting at Regional Parks, for a total cost of $77,000.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments to Regional Park’s 2023-24 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Regional Parks Department (Department) will fund the purchase of the six mobile light towers with a budget adjustment in the amount of $77,000 from savings in Services & Supplies. This item authorizes the Auditor-Controller/Treasurer/Tax Collector to post adjustments to the Department’s 2023-24 budget as follows:

BACKGROUND INFORMATION
The Department operates and maintains eight regional parks within San Bernardino County. Approval of the recommended budget adjustments will allow the Department to fund the purchase of six mobile light towers that will be used to provide lighting for events held at various Regional Parks throughout the year.
Mojave Narrows and Calico Ghost Town Regional Parks host several revenue generating events each year. These events are typically held in the afternoon and evening hours at the park locations, requiring additional lighting in several areas of the parks, including the parking lots. In previous years, the Department has relied on rentals to fulfill the need for this equipment. However, this has led to increasing annual costs for the Department to provide for the safety of guests at these events as well as a decrease in the availability of the necessary lighting equipment.
Approval of this recommended budget adjustment aligns with the County and Chief Executive Officer’s goal and objective to operate in a fiscally-responsible and business-like manner by allowing the Department to utilize budgeted funding to ensure adequate safety measures and controlled costs to maintain revenue generating activities on an annual basis.
PROCUREMENT
The Department will follow all County and Purchasing policies and guidelines to obtain bids for the procurement of necessary equipment.
