RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of San Bernardino County:

a.                     Approve Amendment No. 1 to Contract No. 22-1140 with Chino Neighborhood House, to increase the contract amount by $50,000, from $50,000 to a not-to-exceed amount of $100,000, with no change in the contract term of November 15, 2022, through November 14, 2023.

b.                     Approve allocation of $500,000 from the 2023-24 First District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to the Sheriff/Coroner/Public Administrator to supplement costs for two Sheriff Deputies to support the City of Adelanto and other high desert areas for the period of July 1, 2023, through June 30, 2024.

c.                     Approve Contract with the San Bernardino County Fire Protection District to provide funding for the purchase of a snow vehicle in the amount of $375,000 for the contract term of June 13, 2023, through June 12, 2024.

d.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact Section (Four votes required).

2.                     Acting as the governing body of the San Bernardino County Fire Protection District:

a.                     Approve Contract with San Bernardino County to receive funding for the purchase of a snow vehicle in the amount of $375,000 for the contract term of June 13, 2023, through June 12, 2024.

b.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments for 2023-24 as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18) and November 16, 2021 (Item No. 33), the Board of Supervisors (Board) approved an allocation of $4 million and $7 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.  These contracts and allocations will be funded by the First and Fourth District’s Priorities Program budgets.

BACKGROUND INFORMATION

Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life, and meet the needs of the County’s residents.  Projects under the District Specific Priorities Program are based on District Supervisor discretion and are presented by the Chief Executive Officer (CEO) for Board approval.

 

On November 15, 2022 (Item No. 30), the Board approved Contract No. 22-1140 with Chino Neighborhood House to provide funding to assist with the purchase of the building occupied by Chino Neighborhood House, located at 13130 6th Street in Chino, in support of services provided to low- and moderate- income families and individuals. This contract amendment will continue to assist with the public purpose of providing for the social service needs of County residents by providing additional funding necessary to complete the purchase of the Chino Neighborhood House.

 

Recommendation No. 1.b. assists with providing for the safety needs of County residents by providing funding to the Sheriff/Coroner/Public Administrator to supplement costs for two Sheriff Deputies in support of the City of Adelanto and other high desert areas. Both positions were previously funded by revenue from a private company that operates an Immigration and Customs Enforcement detention facility in Adelanto. However, due to a permanent reduction in occupied beds at the facility, revenue for the City of Adelanto has been reduced, leaving both positions unfunded in 2023-24. This allocation will provide bridge funding for one year to allow the City of Adelanto to identify other ongoing sources to fund the positions in the future. The two positions will continue to assist with the public purpose of providing a greater public safety presence within the City of Adelanto and other high desert areas, as determined by the Sheriff.

 

On March 1, 2023 (Item No. 1), the Board ratified the proclamation of a local emergency as a result of the extreme weather event that began on February 22, 2023, and impacted the County. Recommendation Nos. 1.c. and 2.a. will assist the First District Supervisor with the public purpose of providing for the health, public safety and law enforcement needs of County residents by approving a contract to provide funding to the San Bernardino County Fire Protection District for the purchase of a snow vehicle (i.e., Sno-Cat). The purchase of a new snow vehicle will provide increased capabilities to County Firefighters in the Wrightwood area and focus on recovery and resiliency following the winter storm response efforts and County-declared state of emergency.

 

Under the contract terms, the CEO, at the direction of the Supervisor of the respective district that the contract serves, may extend the term of the contract, in writing, under the following conditions:

 

a.                     In aggregate all extensions do not exceed 12 calendar months;

b.                     Is specifically requested by the contractor;

c.                     Will not change the project goals or scope of services;

d.                     Is in the best interest of the County and contractor in performing the scope of services under the contract; and

e.                     Does not alter the amount of compensation under the contract.

 

Board discretionary funding allocations under the Priorities Program are non-competitive and must be for projects or services of $50,000 or more. Contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
