RECOMMENDATION(S)

Recommendation

1.                     Approve Addendum No. 1 dated May 23, 2024, to the Bid Documents for the Lake Gregory Commerce Prefabricated Restroom Project, which changed the Project date advertised in the San Bernardino County Sun.

2.                     Approve Addendum No. 2 dated July 3, 2024, to the Bid Documents for the Lake Gregory Commerce Prefabricated Restroom Project, which changed the bid opening date and provided responses to questions regarding the project, as well as additional contractor notes.

3.                     Award a construction contract to CALTEC Corp., in the amount of $414,000, for the Lake Gregory Commerce Prefabricated Restroom Project.

4.                     Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the construction contract for a total amount not to exceed $33,200, pursuant to California Public Contract Code Section 20142.

5.                     Authorize the Director of the Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Lake Gregory Commerce Prefabricated Restroom Project (Project) budget of $1,487,400 (WBSE 10.10.1397) is comprised of the following components:

The Project budget of $1,487,400 is funded from the American Rescue Plan Act. Sufficient appropriation and revenue are included in the 2024-25 Capital Improvement Program (CIP) budget to award this contract.

 

BACKGROUND INFORMATION

Approval of this item will allow the Project and Facilities Management Department (PFMD) to award a construction contract to CALTEC Corp. for the Project located at 24746 San Moritz Way in Crestline. The Project involves the installation of a new prefabricated Americans with Disabilities Act (ADA) compliant restroom facility with a drinking fountain; all grading and excavation; water, sewer, and electrical connections; ADA parking, associated signage, stripping; and an ADA-compliant crosswalk.

 

On May 7, 2024 (Item No. 36), the Board of Supervisors (Board) determined the Project to be categorically exempt from further review under Section 15303, Class 3, Subsection (c) of the California Environmental Quality Act Guidelines (Title 14, California Code of Regulations), which covers new construction, conversion, or small commercial structures in urbanized areas not exceeding 10,000 square feet.

 

This Project is consistent with County Administrative Office approved CIP request No. 23-090

 

PROCUREMENT

On May 7, 2024 (Item No. 36), the Board authorized PFMD to advertise for competitive bids. PFMD advertised for bids in six Plan Rooms and on the County Electronic Procurement Network (ePro) on May 10, 2024, and in the San Bernardino County Sun on May 28, 2024. On May 30, 2024, 11 contractors attended a mandatory job walk. On May 23, 2024, Addendum No. 1 was issued which corrected the date that the Project was advertised in the San Bernardino County Sun from May 10, 2024, to May 28, 2024.  On July 3, 2024, Addendum No. 2 was issued which responded to questions and added additional contractor notes to the plans.
