RECOMMENDATION(S)

Recommendation

Acting as the governing body of Bloomington Park and Recreation District:

1.                     Find that the Kessler Park Snack Bar and Restroom Renovation Project is exempt under the California Environmental Quality Act, Title 14 of the California Code of Regulations Section 15301(a) Class 1 (alterations of existing facilities). 

2.                     Approve the Kessler Park Snack Bar and Restroom Renovation Project, as defined in the Notice of Exemption, and direct the Secretary of the Board of Directors to file and post the Notice of Exemption.

3.                     Approve the plans and specifications for the Kessler Park Snack Bar and Restroom Renovation Project.

4.                     Authorize the Director of the Department of Public Works to advertise the Kessler Park Snack Bar and Restroom Renovation Project for competitive bids.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Kessler Park Snack Bar and Restroom Renovation Project (Project) is being funded through a $1.3 million allocation from the Bloomington Community Benefit/Improvement Reserve that was approved by the San Bernardino County Board of Supervisors on September 21, 2021 (Item No. 53). Sufficient appropriation for the Project is included in the Bloomington Park and Recreation District’s (District) 2022-23 Capital Improvement Program (CIP) budget, and will be included in future recommended budgets as necessary.

 

BACKGROUND INFORMATION

Kessler Park in Bloomington is managed, operated, and maintained by the District.  The snack bar and restroom building at Kessler Park was originally constructed in 1972 and is therefore over 50 years old.  The building’s interior spaces have been adapted for use by Bloomington Little League (BLL), the current tenant, as enrollment and league participation has grown in the community of Bloomington.  The building’s electrical system is not capable of supporting the load of modern snack bar equipment.  There is also no heating, ventilation, and air conditioning (HVAC) or air circulatory systems, and the existing snack bar equipment has deteriorated over time and is in need of replacement.  The Project addresses these issues by performing a complete renovation of the snack bar food service area, the men’s and women’s restrooms, and office area.  The Project also includes construction of a shade canopy on the west side of the building. 

 

Staff of the Department of Public Works - Special District (Department) has reviewed the Project and determined that a categorical exemption in accordance with the California Environmental Quality Act (CEQA) Guidelines, Title 14 of the California Code of Regulations, Section 15301(a) Class 1 (alterations of existing facilities) is appropriate.  The Class 1 exemption allows for alteration activities on existing and similar facilities, including publicly owned facilities that involve negligible or no expansion of use beyond that existing at the time of the lead agency’s determination.  When the Board of Directors (Board) considers the environmental finding, the filing and posting of a Notice of Exemption is recommended.

 

In addition to the CEQA finding, this item seeks Board approval of the Project’s plans and specifications and authorization to advertise for bids.

 

PROCUREMENT

Upon Board approval of this item, the bid process will begin with issuance of an advertisement for formal bids in accordance with Section 22037 of the California Public Contract Code. As warranted, the Department anticipates returning to the Board in May 2023 with a recommendation for award of the Project’s construction contract.
