RECOMMENDATION(S)

Recommendation

1.                     Authorize the purchase of an unbudgeted fixed asset in the amount of $70,065 for ultrasound equipment with accompanying accessories from GE Healthcare

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the budget adjustments as indicated in the Financial Impact Section below to the Arrowhead Regional Medical Center 2020-21 budget in the amount of $70,065 (Four Votes Required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The additional cost of $70,065 will be funded by a grant from Physicians for a Healthy California awarded on January 30, 2019. This grant was accepted by the Board of Supervisors (Board) on August 20, 2019 (Item No. 8). This item authorizes the Auditor-Controller/Tax Collector to post the following adjustments to the Arrowhead Regional Medical Center (ARMC) 2020-21 budget.

BACKGROUND INFORMATION

Approval of this item will allow for the purchase of a new ultrasound system that will provide ARMC physicians with exceptional imaging quality to make critical clinical decisions related to women’s health. ARMC’s Graduate Medical Education Department submitted the grant application on January 14, 2019, which was retroactively ratified by the County CEO on August 6, 2019. ARMC was awarded the grant on January 30, 2019 from the Physicians for a Healthy California, and the award was retroactively approved by the Board of Supervisors on August 20, 2019. The grant award is partly designated for the purchase of new ultrasound machines, probes, ultrasound docking stations, educational courses and an ultrasound workflow system in the Women’s Health Department for the benefit of the Obstetrics and Gynecology Residency Program. The purchase of the Voluson S10 BT18 USA ultrasound system will allow ARMC to meet the grant obligations.  

 

ARMC recommends the approval of this unbudgeted fixed asset to ensure patient care and safety is enhanced through ARMC Women’s Health Department. Per County Policy 11-04, the purchase of unbudgeted fixed assets of $10,000 per unit value or more requires Board approval.

 

 

 

PROCUREMENT

Purchasing has approved the competitive procurement based on a competitively bid contract through the County’s Group Purchasing Organization (GPO), Vizient. The Vizient contract number is XR0431 for GE Healthcare ultrasound equipment and accompanying accessories.
